RESOLUTION
To

Create an Outline for an Apartment Registry

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress, do hereby formally enact this non-binding resolution, as a request to our Government:

1 - Short Title
(1) This Resolution may be cited as the 'Apartment Registry Resolution.'
(2) This Resolution has been authored by: Rep. CaseyLeFaye
(3) This Resolution has been co-sponsored by: Sen. Vernicia

2 - Reasons
(1) Players are struggling to find places in Redmont to live, let alone affordable and quality places.
(2) If such a list as the one seeking to be created in this Resolution is outside of Discord, then it will be accessible to players without Discord, too.
(3) The creation of this list will allow it to be adapted in-game, so that players do not even have to open a website to see a list of apartments.

3 - Terms
(1) Apartment Registry Maintenance. The Department of Education (DOE) shall maintain an “Apartment Registry” on either the DemocracyCraft Forums or Wiki.
(2) Application. To add an apartment complex to the Apartment Registry, the building owner must submit an application on the DC forums. The DOE shall review the application, and either accept or deny in based on whether it contains the required information.
(a) Towns shall be able to register their apartments on the registry through the same process, with the Mayor or a delegated individual serving the role of the building owner.
(3) Requirements. The following information shall be included in each entry:
(a) nearest bus stop, train stop, and/or warp to the apartment building;
(b) building name, or names if merged (e.g., c001);
(c) rent cost per a specified period, with the minimum period being a week (e.g., per week or month);
(d) rules of renting;
(e) detailed apartment information (size, amenities, etc.);
(f) variations between apartments within the complex; and
(g) number of apartments within the complex.
(4) Info Changes. The building owners are responsible for submitting any changes to the apartment complex information to the DOE in the form of a response to the application thread.
(a) If they fail to do so, then the apartment complex may be taken off of the Apartment Registry.
(5) Inspections. The DOE shall coordinate with the Department of Construction and Transportation to have apartment complexes be randomly inspected to make sure that their information is up-to-date, but inspectors shall not violate tenants’ rights during the inspections.
(6) In-Game Information. There shall be an in-game book that contains a copy of the Apartment Registry, with adaptations made as needed.
(a) This shall be updated every month.
(b) These books shall be shown on lecterns in popular spaces, such as Spawn and the University.
(c) These books shall be sold by the DOE.

Here is my written rejection of the Bill:

As a member of the DCT I can and will tell you that this will totally boost the workload of Inspectors which tbh have a lot of Plots to report and do auctions for but it is still a large workload, with this you would be beat the DCT and I mean Beat the Inspection Part dead. If this made to a DOE thing that's fine.

Nay - Although this is a decent idea, it needs further development. As a wiki editor, I will say that a list of apartments with so much information, including tenant guidelines and such, would be difficult to organize; it would be too large to fit into a table (in my opinion) and would be difficult to organise in a better way. Additionally, submitting applications to the DOE to edit the wiki is not only missing the point of a wiki*, but setting quite a heavy workload on the shoulders of DOE employees. And thirdly, an in-game book would need to be constantly updated, and it would be difficult to do so.

*Wikis are openly edited, the application process could be skipped by simply editing the page, unless it is protected (a wiki setting that administrators can apply).
