Speed up application times

The people of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
This Act may be cited as the “Application Time Bill”
This Act shall be enacted immediately upon its signage.
This Bill was authored by Gertis7 and co-sponsored by ElainaThomas29.
2 - Reasons
Many times, applicants have to wait months without a response to their application.
Sometimes, departments forget about an application and do not end up responded.
This bill would avoid these problems.
3 - Terms
Departments must give an update on a new application's status within 7 days. Not necessarily an accept or deny, it could be an update that the department is currently reviewing the application. The department must pay a late fee of $100 to the applicant for each day after the week has passed without an update. There must be a final decision made within 3 weeks of the application's posting, and another $100 fee/day if not done so. A grand total of no more than $2000 can be owed in fees. Congress can see all department payments, and thus can question a secretary when their department has to pay late fees.
