Amend the punishment for stealing from a Bank

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Bank Robbery Amendment Act”.
(2) This Act shall be enacted immediately.

2 - Reasons
(1) Citizens complaining that punishment is too high.

3 - Bank Robbery
(1) The law changes from subsection a to subsection b:
a. The act or instance of stealing from a bank.
Per offence: $1000 fine + 10 minutes Jail

b. The act or instance of stealing from a bank.
Per offence: $800 fine + 10 minutes Jail

(2) Bank Robbery can only be proven if a citizen has trespassed inside the bounds of the vault door.
 
This bill has been vetoed and has failed to become law for the following reason:

The bank pays $800 when you rob it, therefore when arrested for Bank Robbery you would only be fined the amount you stole plus 10 minutes of jail time. Therefore, when robbing the bank you are presented with a worst case scenario of serving 10 minutes of jail time. If this veto is overridden I will be robbing the bank myself as there would be essentially no punishment.
