Clarify and simplify the caretaker mode in the Constitution
The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the 'Caretaker Amendment Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by: Speaker xEndeavour
(4) This Act has been co-sponsored by: President of the Senate Dusty3
2 - Reasons
(1) The purpose of caretaker is to prevent people from stealing ideas from campaigns and to make sure the docket is clear for the incoming Congress.
3 - Amendments
(1) The following is amended:
Role of Congress
Congress enters ‘caretaker mode’ on the first day of the electoral month. During this time any bill must receive a supermajority in any chamber which is undergoing elections with the exception of bills put up to a vote prior to the first day of ‘caretaker mode.’ To clarify, the Senate is not subject to the supermajority requirement when the House is undergoing elections but the Senate is not. Additionally, bills put up to a vote in the House prior to the first day of ‘caretaker mode’ are also exempt from the supermajority requirement in the Senate.
Role of Congress
Both Chambers of Congress enter ‘caretaker mode’ between the 1st and 10th day of a congressional electoral month.
(2) The following is removed:
Electoral Terms and Limitations
(5) The entirety of Congress enters “caretaker mode” during an election period. Between the 1st-10th day of an electoral month is the Election Period.
(3) The following is amended:
Congressional Caretaker Mode
Only necessary bills are to be proposed to ensure the efficient running of the Government; however, any motion may be proposed but is required to reach a supermajority in order to pass.
Congressional Caretaker Mode
(1) The speaker announces caretaker mode on the 1st day of a Congressional election month.
(2) Bills proposed after the announcement of caretaker must:
(a) Be only necessary bills are to be proposed to ensure the efficient running of the Government.
(b) must reach a supermajority in both chambers of Government.
(3) Motions require a supermajority to pass.
