Bill: Pending Central Intelligence Act

To

Create a government agency that provides objective intelligence on foreign countries and global issues.​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the ‘Central Intelligence Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Sen. v__d.
(4) This Act has been proposed by Rep. CaseyLeFaye.
(5) This Act has been co-sponsored by Sen. v__d, Rep. Soundi83, Rep. ANDREASP15, Rep. Bezzergeezer, Rep. Unseatedduke1, and Rep. JediAJMan.

2 - Reasons
(1) National security is becoming a larger and larger problem as time goes on with territories such as New Hamilton slowly becoming more and more independent from the Commonwealth.
(2) The creation of a Central Intelligence Bureau would mitigate this threat and protect our nation.
(3) A new government agency would not only increase roleplay, but it would create many new jobs for potential agents in the Central Intelligence Bureau.

3 - The Central Intelligence Bureau
(1) A government agency shall hereby be ordained and established and legally regulated by this bill.
(2) This organization shall be called and hereby known as the Central Intelligence Bureau, or the CIB as an abbreviation.
(3) This organization shall be tasked with the following duties:
(a) Collecting foreign intelligence for the government.
(b) Threat analysis of foreign nations for national security.
(c) Conducting covert operations in order to gain intelligence on foreign threats.
(d) Conducting counterintelligence operations in order to prevent enemies from gaining important intel.

4 - Organizational structure of the Central Intelligence Bureau
(1) The Central Intelligence Bureau shall consist of the following positions in order of authority:
(a) Director of Central Intelligence
(b) Deputy Director of Central Intelligence
(c) Operations Officer
(d) Intelligence Agent
(2) The Director of Central Intelligence shall be nominated by congress through a motion to nominate in either chamber.
(3) The Director of Central Intelligence shall be overseen by congress.
(4) There may be a maximum of 3 Deputy Directors of Central Intelligence
(5) These Deputy Directors will be appointed by the Director of Central Intelligence.

5. Abilities of the Central Intelligence Bureau
(1) The abilities of the Central Intelligence Bureau include:
(a) Holding covert operations to gain intelligence from other nations by any means necessary. During these specialized operations, agency employees are authorized to:
(i) Join foreign government organizations with the primary goal of gaining foreign intelligence.
(ii) Develop relationships with the enemy in order to get information out of them.
(iii) Interrogate foreign enemies with advanced tactics with the goal of gaining foreign intelligence.
(b) Launching counterintelligence operations in order to prevent the enemy from spying on our country through any means necessary. During these specialized operations, agency employees are authorized to:
(i) Join foreign government intelligence organizations in order to find out what information they have on our government and how we can sabotage their intelligence operations against the Commonwealth of Redmont.
(ii) Develop relationships with key intelligence officials in foreign nations to gain intel from them.
(iii) Take combative action against national intelligence security threats which can involve the usage of firearms against these threats.
(iiii) Interrogate foreign intelligence agents in order to neutralize their covert operations against our nation more effectively.
(c) Request supply tenders from the Department of Interior in order to supply their agents with the necessary resources.
(i) The Director of Central Intelligence may request a tender at any time at their discretion.

6. Resources Provided to the Central Intelligence Bureau
(a) The Central Intelligence Bureau will grant the following resources to an individual upon becoming an Intelligence Agent:
(i) A standard agency issued Glock-17
(ii) 128x standard 9mm rounds.
(b) These may be accrued by the agency through a government tender.
(c) Any surplus of Central Intelligence Bureau supplies will be stored at an agency storage facility.
(e) During times of conflict at Deputy Director of Central Intelligence or Director of Central Intelligence’s discretion, the Central Intelligence Bureau may grant additional resources to agents.

7. Appropriations
(1) The Central Intelligence Bureau shall be entitled to appropriations from the Commonwealth of Redmont to fund all of its operations.
(2) The Central Intelligence Bureau must be appropriated an amount of money sufficient enough to cover the payment for all of its agents and to cover weapon and supply costs.
(3) Congress shall, upon their discretion, appropriate money to the Central Intelligence Bureau so that they may receive additional funding when in need.
(4) All money appropriated for usage by the Central Intelligence Bureau may be held in an account labeled ‘CIB’ which will be held by the Director of Central Intelligence and transferred when they leave office as Director of Central Intelligence.
