Lower the price of Land claiming

1 - Short Title and Enactment
(1) This Act may be cited as the "Cheaper Land Claiming Act”.
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
Land claiming is definitely too expensive, some plots are cheaper than buying land in the wildness with the same size, also poor and new players are supported by this change.

3 - Change the price of land claiming:

Changes:

Land claiming price: 10$ per block.

To:

Land claiming price: 8$ per block.

Nay - This will result in more people moving to the wild, resulting in businesses losing out.
