Create Citizens Petitions

The people of Democracy Craft, through their elected representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Citizens Petition Act”.
(2) This Act shall be enacted immediately upon its signage.

2 - Creation
a)To Create a petition you must fill out the Citizens Petition format under the Congress section on the forums.

b) The individual creating the petition must also pay a 50$ Fee.

b) All sections in the format must be filled in or the Petition will not be considered valid.

3 - Official
In order to make your Petition Official and available to be reviewed by Congress you must get a minimum of 15 signatures in support of your petition, citizen signatures are to be commented below.

Once your petition has been made official it will be added to the Congressional Agenda.

4 - Review Period
Congress will then debate and vote on your petition as long as it is within Congress's jurisdiction.

if your petition is passed it will be marked as such on the forums if it is denied it will also be marked.

I don't see why a fee is required for a citizen to exercise political participation.
Who would administer the fee? Is it necessary?

This is also an amendment to the current existing process.
