Amend the
Constitution

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Complex Changes Process Fix Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Speaker CaseyLeFaye.
(4) This Act has been co-sponsored by Senator CopTop_YT.

2 - Reasons
(1) Currently, Section 34 of the Constitution is contradictory with other parts. This amendment seeks to eliminate contradictions of the required majority in referendum and whether complex changes can be veto overridden or not.
(2) Rights and freedoms changes are already considered complex changes, thus, it is redundant to separate them from complex changes.

3 - Constitutional Amendments
(1) Section 34 of the Constitution shall be amended as follows:

34. Changing the Constitution
A constitutional change must satisfy these requirements, in this order, beyond the normal congressional process when an amendment is in relation to it includes a complex change or a rights and freedoms change:​
1. The Department of State, upon the request of the Speaker of the House of Representatives, must pose a referendum on the forums where citizens, over the course of 48 hours, will vote on the proposed amendment, only if the proposed amendment is a Complex Change. Such a referendum must result in at least a supermajority of votes in favor of the amendment to pass.
2. An absolute majority (50%+1) needs to be achieved via public referendum.
3. A supermajority is achieved in both chambers of Congress.
4. Presidential Assent or Veto Override.

3. The Department of State, upon the request of the President, shall hold a referendum where citizens, over the course of 48 hours, may vote on the proposed amendment. Such a referendum must result in at least a simple majority of votes in favor of the amendment to pass.”​
 

Veto

This bill has been vetoed for the following reasons:

I agree with almost everything this amendment stands for, however, it must be vetoed, as it makes one very big change, one which I feel may have gone unnoticed, as it's not listed in the reasons section. This amendment would change the requirement for referendums to pass from supermajority, to simple majority. I implore Congress to repass this bill with the requirement changed to supermajority, or with good reasoning behind it, simple majority.
