Representatives Milkcrack and Neemfy crossed the floor by switching their party affiliation to the Democratic Reformists, providing the party with a majority in the House. While Representative Neemfy was an independent, Deputy Speaker MilkCrack’s departure from the Liberal Reformers is a loss for the representative’s former party.

Votation opened in the House for the Legal Board Act (PASSED) and the Proportional Representation Amendment Act (AWAITING ASSENT).

Legal Board Act

Votation opened for the Legal Board Act. As mentioned in the previous Congressional Transparency Report, the Legal Board Act, introduced by Deputy Speaker MilkCrack, fulfills a campaign promise by President Westray to establish a legal board for DC. The intention of the board is to advise the government on legal policy, ensure lawyer accountability, and establish a system of public defenders. The bill passed 6-0 in the House and 3-0 in the Senate, receiving presidential assent shortly after.

Proportional Representation Amendment

Written by Senator Hugebob, the Proportional Representation Amendment was introduced by Speaker of Congress Krix with the intention of establishing an open party-list proportional system of voting in DC’s congressional elections. This means that during an election, the seats a party receives in the House and Senate will be proportional to the percentage of votes they received. Then, each party pools together its candidates’ votes and may submit a ranked list of candidates to determine the priority of election to Congress. Independents may also submit their candidacy without a party affiliation. In addition to proportional voting, the amendment establishes staggered elections for Senators, breaking them into Classes A and B. Class A elections occur in January, May, and September while Class B elections occur in March, July, and November. The amendment passed 6-0 in the House and 3-0 in the Senate, and it is now awaiting presidential assent.

December Appropriations Bill

Introduced by Representative partypig678, the December budget deviated from the November budget by raising the budget tracking threshold of the Department of Public from $1,000 to $2,000, and the threshold of the Department of State from $100 to $500. This means that the DPA and the DoS must report all spending over $2,000 and $500, respectively. All other thresholds remained the same as the previous budget.

The December budget increased the budget of the Department of Public Affairs and the Department of Justice compared to the November budget. It reduced the budget of the Department of Education and Commerce and the Department of Construction and Transport. The budget of the Department of Health, Department of Environment and Recreation, and Department of State stayed the same.

The budget of the legislative branch was tripled from $5,000 to $15,000 while the budget of the Judiciary and the Attorney General remained the same. The budget passed 6-0 in the House and 3-0 in the Senate and received presidential assent.

Following the resignation of Department of Education and Commerce Secretary Technofied, President Westray motioned for the nomination of Senator _Zab_ as the new secretary. The resolution passed 3-0 in the Senate. Shortly after, _Zab_ resigned from his position in the Senate.

Votation opened in the House for the DemocracyCraft Constitutional Amendments Act (II) of December 2020 (FAILED), Murder Act of 2020 (FAILED), and Senatorial Bill Origination Constitutional Amendment Act (FAILED).

Constitutional Amendment Act (II) of December 2020

This bill, written and introduced by Representative JoanM999, sought to affirm the importance of the amendment process in the context of the rights offered in the Constitution. It passed 5-0 in the House and failed 0-4 in the Senate. One Senator referenced the bill as unnecessary, as rights can only be revoked through the amendment process anyway.

Murder Act of 2020

This bill, written and introduced by Representative Ansgard_Ist, sought to increase the penalty of murder from a $100 fine and 10 minutes of jail time to a $125 fine with 15 minutes of jail time. It passed in the House 5-0 but failed in the Senate in a 2-3 vote, with Vice President Doxx breaking the tie. Senator Mhadsher101 later changed his vote from aye to abstain. Senator Dusty expressed his disapproval for the bill, believing punishments of overly significant severity would discourage players from staying on the server.

Senatorial Bill Origination Constitutional Amendment Act

This amendment, written by Senator Hugebob and Representative Milkcrack, sought to remove the clauses of the Constitution that limited the creation of bills to the House of Representatives. This expanded bill origination, or the creation of legislation, to the Congress as a whole. It failed in the House in a 1-4 vote.

It passed 5-0 in the House and failed 1-2 in the Senate, with Senator Hugebob23456 believing that the amendment would reduce the availability of qualified judges.

Congressmen’s Wage Decrease Act of December 2020

This bill, written and introduced by Representative 1950Minecrafter, sought to reduce the wages of every member of Congress by $5 every 15 minutes, with 1950Minecrafter believing that the reduction of expenditure in wages would allow for greater spending in fields such as health care and education.

BubbaRc’s Law Revision Act of December 2020

This bill, written by Constable and Education Specialist BubbaRC, sought to reform several aspects of DemocracyCraft’s legal code: one particularly controversial clause of the bill was its expansion of job exclusivity, which contributed to its failure in the Senate. The bill passed the House 4-0 in the House and was shot down 0-3 in the Senate.

State Department Constitutional Amendment Act

This amendment sought to formally establish a Department of State and its responsibilities in consideration of the existence of a Secretary of State, _Austin27_. This new department would audit government departments and ensure the administration of towns. The amendment passed 6-0 in the House and 3-0 in the Senate, receiving presidential assent shortly after. It is now awaiting majority approval in a referendum concerning its passage.

End’s Constitutional Amendment Act (IV) of December 2020

This bill, written by former President xEndeavour and introduced by Representative 1950Minecrafter, would eliminate the requirement of presidential assent for the passing of an amendment while reducing the time of the referendum process from 5 days to 3 days. Senator Dusty expressed concern that the semantics of the bill would eliminate the requirement of a supermajority in both houses of Congress preceding the passage of an amendment, naying it as he cited the need for further discussion on its clauses. The amendment passed 4-1 in the House and failed 0-2 in the Senate.
