Amend and Establish the Constitution of the Commonwealth of Redmont

The citizens of Oakridge, through their elected Representatives in the Town-Council and the force of law ordained to that Town-Council by the people through the constitution of Oakridge, do hereby enact the following provisions into the by-laws:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Department Establishment Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Head of Commerce Adam_The_Warrior.
(4) This Act has been co-sponsored by <to be determined>

2 - Reasons
(1) The Town of Oakridge has elected multiple heads of different departments to Town Council, without them being specifically defined in Oakridge Law.
(2) This Act aims to define the departments of the Town of Oakridge and create a legal basis for our current Town Council.
(3) The Department of Internal Affairs is no longer in use, and neither is the Department Head.

3 - Amendments
A Section II of the Oakridge Constitution will be amended as follows:

SECTION II. DEPARTMENTS

Article IV
- Oakridge shall have departments which will be created through the Legislative Process. Each department will have specific duties, responsibilities and powers which will be listed here. The head of a department will be a Town Council member who is elected to that Department in this constitution. The head of a department will decide the rank structure of their respective department, and may choose to hire employees to there department to assist them in their duties as they see fit. The following are the Departments of Oakridge:


a) Department of Internal Affairs
The Department of Internal Affairs is charged with the following responsibilities:
(1) Facilitation of any and all elections in the Town of Oakridge, other than elections which are the Department of State's responsibility stated outside of this Constitution.
(2) Foreign Relations.
(3) Communications with other towns and Reveille.
(4) Evaluation and oversight of the Town Council.
(5) Providing transparency to the Citizens of Oakridge.
Leadership:
(1) Head of Internal Affairs


a) Department of Commerce
The Department of Commerce is charged with the following responsibilities:
(1) Administration of town grants and the registration of local businesses.
(2) Approval of commercial structures or spaces.
(3) Creation of economic regulations, if approved by the Town Council and not overridden by an Act of Council.
(4) Protection of the Town's economic interests.
Leadership:
(1) Head of Commerce


b) Department of Urban Development
The Department of Urban Development is charged with the following responsibilities:
(1) Creation of Government infrastructure, including commercial and residential structures.
(2) Maintenance and enforcement of building regulations.
(3) Creation of building regulations, if approved by the Town Council and not overridden by an Act of Council.
(4) Management of public transport within Oakridge.
Leadership:
(1) Head of Urban Development

c) Department of Residence
The Department of Residence is charged with the following responsibilities:
(1) Approving of residential structures or spaces.
(2) Advertising of Oakridge residency and the Town as a whole.
(3) Creation of residential and plot regulations, if approved by the Town Council and not overridden by an Act of Council.
(4) Management of plots within Oakridge.
Leadership:
(1) Head of Residence


d) Department of Events
The Department of Events is charged with the following responsibilities:
(1) Advancing the spirit of community.
(2) Organizing and hosting community events.
(3) Management of the Town event calendar.
(4) Management of bookings for Town recreational facilities.
Leadership:
(1) Head of Event Coordination


e) Oakridge Police Department
The Oakridge Police Department is charged with the following responsibilities:
(1) Maintaining the peace and good order of the Town of Oakridge, through lawfully exercising its power equally to enforce the laws of the Town of Oakridge.
(2) Providing security to Oakridge government officials and events.
(3) Maintaining criminal records for local crimes within Oakridge.
(4) Providing the above mentioned local criminal records upon request (the requesting individual must be party to the record requested, or be a court ordered request) within 7 days.
