I, hugebob23456, President of the Commonwealth of Redmont,
hereby order the following revisions to towns and the town tier system.
Towns can create by-laws. They can edit specific areas within their jurisdiction.
- Plot Zoning (Enforced by the DCT)
- Local elections + Council formation (if any) (Run by Mayor or DOS at Town's discretion)
- Plot Pricing (Actioned by staff)
- Town Constitution (Enforced by the town government in coordination with the DOJ)
- Town Building Regulations (Facilitated by town government)
- Transportation within towns (Facilitated by town government)
- Plot evictions within town jurisdiction (Facilitated by town government, reviewed by the DCT)
- In the event that any Town legislation contradicts any Federal legislation, the Federal legislation shall apply within the jurisdiction of the Town, unless such legislation expressly exempts the jurisdiction. Any Federal code which is not an Act of Congress, an Executive Order, or within the Constitution, such as department policy, does not take precedence over Town legislation.
AMENDED TIER SYSTEM
- There will be 5 tiers. The town can apply for an expansion via the DoS.
- Any Towns with a democratically elected Legislature that holds a reasonable degree of Legislative authority, at the discretion of the DOS on a case-by-case basis, may be eligible for a reduction in tier upgrade costs of up to $5,000.00 per upgrade, plus a reduction in price of tier 5 unlimited expansion of $1.00 per block. The DOS may issue a discount less than this amount if they deem it necessary.
- Any Towns with a democratically elected Mayor that holds a reasonable degree of Executive authority, at the discretion of the DOS on a case-by-case basis, may be eligible for a reduction in tier upgrade costs of up to $10,000.00 per upgrade, plus a reduction in price of tier 5 unlimited expansion of $1.50 per block. The DOS may issue a discount less than this amount if they deem it necessary.
- Any Town may be eligible to receive both discounts in the event that they qualify for both, with the only strict stipulations that the discounts may not be less than $0.00 nor exceed the upgrade fee. Any Town which has already been upgraded and later meets the requirements for a discount may seek reimbursements for previous upgrade costs, subject to the limits codified in the previous sentence, not including tier 5 infinite expansion fees. To be eligible for discounts, any elections must be handled by the Federal DOS.
Tier 1
- Cost $5,000 payable on town application acceptance.
- Initial 20,000 blocks.
Tier 2
- Cost $10,000
- Expand 5,000 blocks.
- Requires Town Hall.
- Requires Sufficient Road Network.
- Requires Fuel station.
- Requires at least 5 buyable and or rent plots that are at least 10x10 in size.
- Requires 2 Permanent Residents.
Tier 3
- Cost $15,000
- Expand 7,500 blocks.
- Requires Pharmacy
- Requires Police Station
- Requires Train Station
- Requires at least 10 buyable and or rent plots that are at least 10x10 in size.
- Requires 10 Permanent Residents
Tier 4
- Cost $20,000
- Expand 10,000 blocks.
- Requires Clinic
- Requires Small Airport Terminal on outskirt. Airstrip will be provided by the DCT outside of town limits.
- Requires at least 20 buyable or rentable plots that are at least 10x10 in size.
- Requires 20 Permanent Residents
Tier 5
- Cost $30,000
- Unlimited Expansion at $3.5 per block
- Requires at least 10 Domestic Businesses
- Requires Vehicle Dealership
- Requires 30 Permanent Residents
DEPARTMENT FACILITIES
Departments, in coordination with the Department of State, will be granted certain rights and abilities within towns:
The Department of Justice
- DOJ will operate within towns via a local police station. The local police station, and its plot, shall be considered Federal Land.
- One liaison sergeant will be stationed in the town, such liaison will be appointed by the Secretary of Justice with non-binding input from the Mayor.
Department of Construction and Transportation
- DCT will be granted jurisdiction over the construction of all buildings on Federal Land within Towns, however Towns are free to submit non-binding requests and/or proposals for buildings.
- The DCT shall retain all authority over transportation between the Towns and the City of Hamilton.
- Towns may, through whatever process they internally codify, handle all transportation within their own jurisdiction, with the exception of plots considered Federal Land.
- Town governments may create an eviction report for plots in their town which will be sent to the DCT who will review and potentially action the report, staff will be responsible for evicting the plot.
- Train stations, airports, and any other place of transit between the Towns and Hamilton, and their plots, shall be considered Federal Land.
Department of Heath
- DOH will be responsible for operating the town clinic. The local town clinic, and its plot, shall be considered Federal Land.
- The Secretary of Heath will be responsible for appointing one liaison medical specialist with non-binding input from the Mayor.
