I hereby order the establishment of economic supports to reaffirm, revise, and establish new reforms to support towns.​

In order to best support towns, this executive order seeks to solidify existing economic supports as well as introduce new programs. This includes increased and added grants, economic system options, and other financing programs.

TOWN GRANTS
Town grants will be applied for through the Department of State. Town grants are retrospective, meaning they will be awarded upon the completion of the grant requirements. All grants are a case-by-case basis and will be assessed by the Department of State. Towns may be capped at a per month amount determined by the department on a budgetary basis.

1. Democratic Elections Grant I ($5,000) - Any town with a democratically elected council or mayor that holds a reasonable degree of codified authority for an extended period of time will be eligible.
2. Democratic Elections Grant II ($10,000) - Any town with a democratically elected council and mayor that holds a reasonable degree of codified authority for an extended period of time will be eligible.
3. Police Station ($2500) - Any Town with a serviceable, practical, and aesthetic Police Station.
4. Clinic ($2500) - Any Town with a serviceable, practical, and aesthetic Clinic.
5. Animal Shelter ($5000) - Any Town with a serviceable, practical (large enough), and aesthetic Animal Shelter.
6. Airport ($2500) - Any Town with a serviceable, practical, and aesthetic Airport Terminal (Runway built by DCT on land not paid for by town).
7. Event Location ($2500) - Any Town that offers a location for the Department of Public Affairs to hold events.
8. Supply Service ($5000) - Any Town that buys back supplies from their residents relating to their town industry. This would include a town store with sell chests.
9. Population I ($4000) - 20 Residents
10. Population II ($8000) - 40 Residents
11. Population III ($12,000) - 60 Residents
12. Population IV ($16,000) - 80 Residents
13. Commerce I ($2000) - 10 Domestic Businesses
14. Commerce II ($4000) - 20 Domestic Businesses
15. Commerce III ($8000) - 30 Domestic Businesses
16. Commerce IV ($10,000) - 40 Domestic Businesses

ECONOMIC SYSTEM OPTIONS
Towns will be provided options on how they wish to oversee their economic systems. This includes two options:

Option 1: Economic Autonomy
- The Town receives all of the revenue from their properties.​
- The Town can apply for grants and use any other economic support, however does not get any funds budgeted to them on a monthly basis.​
Option 2: Budget Cycle
- The Federal Government would receive all revenue from the Town’s properties.​
- The Town would be allocated a monthly budget from the Federal Government determined on the basis of the number of Residents and Domestic Businesses.​

With these options, towns have the freedom to continue to earn their own revenue to spend, or to focus more on their own development rather than profit.

FEDERAL TOWN LOANS
If a Town is low on funds or demonstrates financial need, they will be able to apply for a loan from the Federal Government to support their domestic operations. All loans are on a case-by-case basis and will be assessed by the Department of State.

- The Federal Government may loan up to $100,000 to Towns.
- The loans will be interest free and the period of repayment will be determined by the Department of State.

Towns will not be permitted to default on loans taken out using this executive order. If a town does not pay back their loan within the agreed upon timeframe, this can serve as justification for a Mayor to be deposed within the regular process of removal.
