By the power vested in me by the Redmont Constitution, I, GoldBlooded, President of the Commonwealth of Redmont, and in recognition of the need to protect and preserve the natural beauty, historical significance, and ecological diversity of the Klondike Valley region, do declare the following under this Executive Order:

Section 1: Establishment of Klondike Valley National Park
(a) There is hereby established the Klondike Valley National Park (hereinafter referred to as "Klondike Valley") within the Commonwealth of Redmont.
(b) The boundaries of the Park shall encompass the area described in the attached map. These boundaries are not absolute and are subject to change over time while the project undergoes development.

Section 2: Purpose and Objectives
The primary purposes of the National Park are:
(a) To build up, protect and preserve the unique landscape within the Klondike Valley region.
(b) To conserve the historical and cultural resources associated with the Klondike Valley, ensuring their protection for future generations.
(c) To provide opportunities for public education, recreation, and enjoyment of the natural and cultural heritage of the Klondike Valley.

Section 3: Administration and Management
(a) The National Park shall be primarily administered by the Department of the Interior (hereinafter referred to as the "DOI") in tandem with the Department of Construction and Transportation (hereinafter referred to as the "DCT").
(b) The DOI, in coordination with the DCT, shall develop and implement and facilitate a comprehensive management plan for the Park within four months of the issuance of this Executive Order. This plan shall include visitor and social services, infrastructure development, and community involvement.
(c) All activities within the Park shall be conducted in a manner that expands the natural environment minimizes environmental impact and preserves the natural and cultural resources.

Section 5: Infrastructure and Development
(a) The DCT, in coordination with the DOI, shall oversee the planning, design, and construction of all necessary infrastructure within the Park, including but not limited to visitor and social centers, trails, roads, and facilities.
(b) All infrastructure projects shall adhere to sustainable design principles and minimize environmental impact.
(c) The DCT shall ensure that all transportation and access routes to and within the Park are safe, efficient, and environmentally sustainable.

Section 6: General Provisions
(a) Nothing in this Executive Order shall be construed to impair or otherwise affect the authority granted by law to an executive department or agency, or the head thereof.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This Executive Order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the Commonwealth of Redmont, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Section 7: Effective Date
This Executive Order shall take effect immediately upon its issuance.
