By the authority granted to me by the Redmont Constitution, I, Bezzergeezer, President of the Commonwealth of Redmont, hereby issue the following Executive Order:
Section 1. National Healthcare
National Healthcare Services:
(a) National Healthcare shall be offered at the Reveille Hospital and any town clinics.
(b) At the Reveille Hospital and town clinics, treatment shall still be offered to those without Medicare, but the cost will not be covered.
Medicare:
(a) Definition. Medicare is a healthcare coverage program sponsored by the federal government.
(b) Enrollment. Citizens can choose to opt-in to Medicare via taking an exam at the Reveille Hospital that will ask them the following question: “Would you like to opt-in to the government-sponsored Medicare coverage?”
(c) Coverage. Medicare shall cover the cost of treatment for all illnesses except for the following:
(i) Broken Leg;
(ii) Flesh Wound;
(iii) Common Cold;
(iv) Hypothermia;
(v) Heat Exhaustion.
Pharmacy:
(a) All cures not covered by Medicare shall be sold at the hospital pharmacies.
(b) Regardless of a hospital contract, the pharmacies at each hospital are the sole property of the Department of Health.
Section 2. Standards and Guidelines:
(a) The Department of Health (DOH) shall develop and maintain comprehensive standards of care and treatment guidelines applicable to all healthcare providers, both public and private.
(b) These standards include things such as, but not limited to; high-quality care, patient safety, and efficient healthcare delivery.
(c) Should healthcare providers fail to adhere to these standards, the DOH may deregister them for non-compliance, and terminate their contracts.
Section 3. Contracting Private Healthcare Providers:
(a) Private healthcare providers shall be allowed to operate hospitals under contract for specific periods in hospitals owned by the Government, excluding Reveille Main.
(b) Town clinics cannot be contracted to private healthcare providers.
(c) Hospital contracting will be managed by the DOH.
(d) The Government will randomize respawn locations within Reveille to the hospitals it owns, ensuring fair access to all healthcare providers.
Section 4. Private Healthcare Insurance Model:
(a) Private healthcare providers are required to operate based on an insurance-like model, where access to services is based on membership.
Section 5. Government Reimbursement and Rebates:
(a) The Government shall reimburse costs to private healthcare providers as a token of appreciation for alleviating the strain on public healthcare resources.
(b) Reimbursement can be facilitated through methods such as but not limited to;
(c) Monthly submission of patient lists and treatments to the DOH, which shall determine the appropriate quantity of patients treated in order for a rebate, determined by the DOH, to be granted.
Section 6. Resource Allocation and Cost Management:
(a) To ensure that resources for treatment are sufficiently available, the DOH will source necessary resources from the private sector based on demand, supplemented by a reserve from the DOH budget.
(b) The Department of the Interior (DOI) must facilitate the tender as that is one of their roles as defined by the Executive Standards Act, however, the money for the tender must come from the DOH reserve.
(c) The DOH shall set aside 15% of their apportioned budget each month to allow for this reserve.

This executive order supersedes and repeals Executive Order 24/21 and Executive Order 36/22.
