Executive Order No. 28/2024
Establishment of the National Endowment for the Arts
By the authority vested in me as President under the Constitution of the Commonwealth of Redmont, I hereby establish the National Endowment for the Arts, with the following provisions:
This Order shall take effect immediately upon issuance.

Establishment of the National Endowment for the Arts
By the authority vested in me as President under the Constitution of the Commonwealth of Redmont, I hereby establish the National Endowment for the Arts, with the following provisions:
Section 1. Establishment
- The National Endowment for the Arts (hereinafter referred to as the "NEA") is hereby established as a federal government institution within the Executive Branch.
- The NEA Fund is hereby created as an Executive Fund to support the NEA’s operations and fulfill its objectives.
- The NEA Board of Curators (hereinafter referred to as the "Board") is established as the governing body of the NEA.
Section 2. Purpose
The NEA is tasked with promoting, supporting, and enhancing artistic and cultural expression across the Commonwealth of Redmont. Its responsibilities shall include, but are not limited to:- Hosting art galas and public exhibitions to showcase artistic talent in conjunction with the Department of Public Affairs..
- Commissioning new artworks from individual artists and organizations.
- Acquiring existing works of art for public ownership, preservation, and display.
- Renting or leasing significant works of art from private collectors for public exhibition.
- Administering targeted grants to encourage the growth of the arts sector.
- Encouraging the establishment of art foundations, organizations, and businesses to enrich the cultural landscape of Redmont.
Section 3. Governance
- The NEA shall be led by the Board of Curators, composed of three members appointed by and serving at the pleasure of the President.
- The Board shall exercise full authority over NEA activities, including the allocation and management of the NEA Fund, consistent with the provisions of this Order.
- The Board is empowered to adopt bylaws governing its internal procedures, including but not limited to:
a. Criteria for commissioning, acquiring, renting, and leasing works of art.
b. Processes for evaluating grant applications.
c. Internal rules and procedures for operational management. - The Board shall ensure transparency by publishing a monthly report detailing:
a. Artworks commissioned, acquired, rented, or leased, including associated costs.
b. Grants awarded, including recipient names, project descriptions, and amounts.
c. All expenditures and income.
Section 4. Art Gala
- The NEA shall organize a monthly National Art Gala to celebrate and promote artistic achievements within the Commonwealth.
- Artworks displayed at the gala shall include:
a. Works commissioned by the NEA.
b. Purchased or leased works from private collections.
c. Community submissions approved by the Board. - The National Art Gala shall be open to the public and may include auxiliary events such as auctions.
Section 5. Acquisition of Artworks
- The NEA shall be authorized to commission artworks from citizens and businesses of Redmont, prioritizing culturally significant and innovative pieces.
- The NEA may purchase artworks to ensure their long-term preservation and availability for public display.
- The NEA is authorized to lease or rent significant works from private collectors to enhance public exhibitions. All such agreements shall be approved by the Board.
Section 6. Grant Programs
- The NEA shall administer specific grant programs to promote artistic endeavors, which shall include but are not limited to:
a. Startup grants for the creation of new art foundations or organizations.
b. Project-based grants for artists and businesses undertaking specific artistic works. - All grant applications shall be processed in accordance with established federal grant procedures, and all awards shall be included in the monthly transparency report published by the Board.
Section 7. Financial Oversight
- The NEA Fund shall be subject to the federal appropriations process, and its budget shall be included in the monthly Appropriations Bill.
- Funds allocated to the NEA shall not be subject to return to the DCGovernment balance at the end of the fiscal month.
- All expenditures and receipts related to the NEA shall be publicly declared in the #budget channel in accordance with existing transparency laws.
Section 8. Miscellaneous Provisions
- The NEA is authorized to collaborate with private and public entities to further its mission.
- The Board may recommend legislative or policy proposals to Congress to advance the arts sector.
