I, _Austin27_, President of the Commonwealth of Redmont,
hereby order the following Executive Order:​

The intent of towns is to create outer communities around the Capitol, Hamilton City. It is the intent that these will remain small community based projects which serve a purpose for the industries of the server. This also allows players greater responsibility in governance. It is not expected that towns will grow into cities to compete with Capitol.

APPLICATIONS
A player can apply for a town under a town applications forum. It will be the Department of State’s responsibility to bring applications to vote in cabinet. No circumnavigation of this policy will occur, the player must apply for a town and be assigned an official townsite in order to be recognised. No town applications will be accepted in other circumstances.

What we are looking for:
- Comprehensive Town Plans
- Applicant's building ability
- Activity
- Keenness

If a cabinet member applies for a town, they will be excluded from deliberations and decision making. We want everyone to have a fair opportunity, they will be decided on by merit.

Unofficial townsites and or communities of the same nature should not be used to support an application.

FORUMS
Town forums will be situated under the Department of State node. The mayor will have admin perms over their town forum. By-laws and the town Constitution must be listed and maintained under this node.

BY-LAWS
Towns can create by-laws. They can edit specific areas within their jurisdiction.
- Build Height Limits. (No more than 30 blocks high, no exceptions)* (Enforced by the DCT).
- Plot Zoning (Enforced by the DCT)
- Local elections + Council formation (if any) (Run by Mayor or DOS at Town's discretion)
- Plot Pricing (Actioned by staff)
- Town Constitution (Enforced by the town government in coordination with the DOJ)
- Town Building Regulations (Facilitated by town government)
- Transportation within towns (Facilitated by town government)
- Plot evictions within town jurisdiction (Facilitated by town government, reviewed by the DCT)
- In the event that any Town legislation contradicts any Federal legislation, the Federal legislation shall apply within the jurisdiction of the Town, unless such legislation expressly exempts the jurisdiction. Any Federal code which is not an Act of Congress, an Executive Order, or within the Constitution, such as department policy, does not take precedence over Town legislation.

TOWN OWNERSHIP
The successful applicant for a town will assume the role of mayor. There can only be one mayor and they will be entitled to the town region ownership and a tag on forums and discord. The mayor uses their own money to fund the town. Whether or not they chose to elect a council is up to them. The original mayor cannot be deposed by the council (unless specified otherwise by the town constitution), they own the town.

MAYOR & COUNCIL REMOVAL
A town mayor and or councillors may be removed from their positions upon a unanimous cabinet vote (excluding cabinet members with a conflict of interest). Where a mayor or councillor is deposed, the town Constitution will dictate the method of replacement unless otherwise provided by Cabinet, whereby an election is ordered or a temporary commissioner is appointed to oversee the town.

FEDERAL GOVERNMENT
Town leadership cannot alter how a federal government department conducts business in their town. Evictions, arrests etc will be performed as per usual. Town roads and amenities are treated as public land.

Elections can be facilitated by the Department of State on behalf of the town, upon request.

TOWN THEME
Town themes should be contemporary, realistic, and serviceable by road. Medieval towns are therefore unsuitable themes.

TOWN INDUSTRIES
Each town, in order to give it a purpose will be allocated the following industries. It is expected that the town endorses and promotes these industries.
North: Farming
South: Fishing
East: Mining + Industrial
West: Logging

Where a town proposes a reasonable plan as to why it should be able to exceed it's tier expansion limit to fulfil the needs of it's industry, it may seek approval from the Department of State, and pay for the land at a later time, as determined by the Department of State.

TOWN EXPANSIONS.
There will be 5 tiers. The Town can apply for an expansion via the Department of State.

Tier 1
- Cost $5,000 payable on town application acceptance.
- Initial 20,000 blocks.
- Town Spawn

Tier 2
- Cost $10,000
- Expand 10,000 blocks.
- Requires Town Hall.
- Requires Sufficient Road Network.
- Requires Fuel station.
- Requires at least 5 buyable and or rent plots that are at least 10x10 in size.
- Requires 2 Permanent Residents (based on amount of players with spawn set for an extended period of time).

Tier 3
- Cost $15,000
- Expand 10,000 blocks.
- Requires Pharmacy
- Requires Police Station
- Requires Train Station
- Requires at least 10 buyable and or rent plots that are at least 10x10 in size.
- Requires 10 Permanent Residents (based on amount of players with spawn set for an extended period of time).

Tier 4
- Cost $20,000
- Expand 10,000 blocks.
- Requires Clinic
- Requires Small Airport Terminal on outskirt. Airstrip will be provided by the DCT outside of town limits.
- Requires at least 20 buyable or rentable plots that are at least 10x10 in size.
- Requires 20 Permanent Residents (based on amount of players with spawn set for an extended period of time).

Tier 5
- Cost $30,000
- Unlimited Expansion at $3.5 per block
- Requires at least 10 Domestic Businesses
- Requires Vehicle Dealership
- Requires 30 Permanent Residents (based on amount of players with spawn set for an extended period of time).

TOWN GRANTS
Town grants will be applied for through the Department of State. Town grants are retrospective, meaning they will be awarded upon the completion of the grant requirements. All grants are a case-by-case basis and will be assessed by the Department of State. A total of $50,000 per town is available, however no more than $20,000 will be issued to a town in any given month.
1. Democratic Elections Grant ($10,000) - Any Town with a democratically elected Council and Mayor that holds a reasonable degree of authority enshrined in law, for an extended period of time, will be eligible.
2. Police Station ($2500) - Any Town with a serviceable, practical, and aesthetic Police Station.
3. Clinic ($2500) - Any Town with a serviceable, practical, and aesthetic Clinic.
4. Animal Shelter ($5000) - Any Town with a serviceable, practical (large enough), and aesthetic Animal Shelter.
5. Airport ($2500) - Any Town with a serviceable, practical, and aesthetic Airport Terminal (Runway built by DCT on land not paid for by town).
6. Population I ($10,000) - 50 Residents (based on amount of players with spawn set for an extended period of time).
7. Population II ($17,500) - 100 Residents (based on amount of players with spawn set for an extended period of time).

PASTES
Towns receive ONE free initial paste. Beyond this, the town is required to pay an amount to be determined by the DCT per paste, in line with the DCT's policies.

FEDERAL GOVERNMENT DEPARTMENTS
Departments will operate the following facilities that are built by towns. The Department facility and the land that it is situated on will be considered federal land once the facility is in operation.

Department of Justice
Maintains the town Police Station.​
Department of Construction & Transport
Maintains and regulates the town Train Station and Airport, and any other form of transportation external to the town.​
Department of Health
Maintains the town Clinic.​
Department of Environment & Recreation
Maintains the town Animal Shelter.​
REVISED DEFINITIONS
By-law: Legislation jurisdiction delegated to towns.
Permanent Resident: An active player who resides in residential accommodation within the town, such as living in an apartment or a residential plot. A permanent resident cannot be paid to live in the town.
Federal Government: The central Government residing in the Capitol building of Hamilton City.
Local Government: Respective town councils.
Domestic Business: A business that actively operates a service or store in the town, that is regularly stocked and or open for business.

ENACTMENT
This executive order supersedes all previous EOs on the topic of local government.
