Mandatory Tendering of Government Supplies


By the authority vested in me as President under the Constitution of the Commonwealth of Redmont, I hereby issue the following order to ensure economic realism, stimulate the private sector, and solidify the government's role as an active participant in the national economy:

Section 1. Purpose​

This Executive Order mandates that all government supplies, even if initially spawned for departmental use, must be retroactively tendered through the Department of the Interior’s (DOI) Government Tender program. The goal is to bolster economic activity, integrate government procurement into the economy, and promote realism in governance.

Section 2. Tendering Requirements​

  1. Retroactive Tendering:
    1. All supplies spawned for use by government departments, agencies, or personnel must be retroactively tendered through the DOI’s established tendering process.
    2. This includes but is not limited to:
      1. Medical item ingredients for the Department of Health (DOH);
      2. Construction materials, tools, and resources used for public works projects;
      3. Landscaping and other materials procured for natural and urban developments managed by the DOI.
  2. Scope:
    1. This mandate applies to all spawned supplies used within the nation’s boundaries, with the exception detailed in Section 3.
  3. Tendering Process:
    1. Departments must submit detailed reports of all spawned items, including quantities, to the DOI for retroactive tendering.
    2. The DOI shall process these tenders in alignment with its constitutional responsibility to manage the Government Tender program.

Section 3. Exceptions​

  1. Event World Supplies:
    1. Supplies spawned exclusively for events held within the designated Event World are exempt from this mandate.

Section 4. Economic Impact​

  1. Private Sector Stimulation:
    1. By retroactively tendering supplies, the government creates consistent demand for goods and services from private entities, strengthening the national economy.
    2. This policy enhances economic realism by integrating government activity with private sector operations.
  2. Transparency and Accountability:
    1. The DOI shall maintain comprehensive records of all retroactive tenders and publish regular reports to ensure transparency.

Section 5. Implementation and Oversight​

  1. Enforcement:
    1. The DOI is responsible for enforcing compliance with this order. Departments failing to retroactively tender supplies will face corrective actions recommended by the DOI.

Section 6. Effective Date​

This Executive Order takes effect immediately upon issuance.
