Executive Order No. 35/2024: Establishment of the National Welfare Office​

By the authority vested in me as President under the Constitution of the Commonwealth of Redmont, I hereby establish the National Welfare Office (NWO) to provide a comprehensive system of support for eligible players in the Commonwealth of Redmont. This office shall serve as the primary institution for delivering welfare assistance.

Section 1. Purpose of the National Welfare Office (NWO)​

The National Welfare Office (NWO) is established to:
(1) Provide assistance to players who meet eligibility requirements through a structured system of welfare programs.
(2) Support players in their transition into the Commonwealth economy, ensuring that no player is left without basic necessities or assistance in their first 30 days, or while unemployed without an in-game wage.
(3) Foster an environment of equality, fairness, and opportunity for all players, particularly those who may face difficulty participating fully in Redmont’s economy.

Section 2. Eligibility Requirements​

The following criteria will determine eligibility for welfare assistance through the National Welfare Office (NWO):
(1) New Players:
a) Players who are within their first 30 days of joining the Commonwealth of Redmont are eligible for initial welfare benefits, including food and basic support.
(2) Unemployed Players:
a) Players who are not receiving an in-game wage or any form of compensation from the Commonwealth economy are eligible for welfare.
b) Players must provide information regarding their employment status in the application.
(3) Players Facing Financial Hardship:
a) Players who can demonstrate significant financial hardship will be eligible for welfare.
(4) Reapplication for Continued Assistance:
a) After the initial period of welfare support, players may reapply if their circumstances have not changed, or if they continue to meet the eligibility criteria.

Section 3. Welfare Application Process​

(1) Players seeking welfare benefits must apply using an in-game application system, modeled after the in-game Medicare application process.

(2) The application system shall:

a) Be accessible through /welfareapply commands.

b) Collect necessary information from applicants, including:

- Balance

- Plots

- Bank Assets

- Employed by government

- Rough Duration On Server

- Reason for requesting assistance.

(3) Submitted applications will be reviewed by NWO staff, with decisions communicated to players in-game via the mail system within 7 days.

Section 4. Executive Fund​

(1) The Redmont Welfare Fund (RWF) will be established to finance the NWO’s programs.
(2) The RWF will be managed by the NWO.

Section 5. Oversight and Reporting​

(1) The President’s Office will oversee the operations of the NWO, ensuring that it is effective in serving the needs of the players and managing resources responsibly.
(2) At the conclusion of each presidential term, the NWO will issue a report detailing:
a) The number of players receiving assistance through the NWO.
b) Total funds allocated and distributed through welfare programs.
c) Outcomes and improvements made to the welfare system.
(3) All reports will be publicly available to ensure transparency and accountability.

Section 6. Review and Adjustment​

(1) The NWO will be subject to regular reviews by the President’s Office to ensure its programs remain aligned with the needs of the population.
(2) Adjustments to the welfare programs, application process, or eligibility criteria may be made as necessary, based on feedback from players and the success of the programs.
(3) Reviews will be conducted at the end of each presidential term to assess the effectiveness and efficiency of the welfare system.
