By the power vested in me by the Redmont Constitution, I, GoldBlooded, President of the Commonwealth of Redmont, In recognition of the expansion and growth of our great nation, and with the aim of fostering prosperity and development, I hereby decree the following Executive Order:

Section I: Establishment
1.1. Pursuant to the successful acquisition and surveying of the new land, hereby referred to as "New Hamilton," and henceforth situated as an extension of the territorial boundaries of the Commonwealth of Redmont, the establishment of a new settlement is authorized.

1.2. New Hamilton shall be governed under the laws, regulations, and administrative procedures of the Commonwealth of Redmont, subject to any specific provisions outlined in this executive order.

1.3 Naming conventions for areal locations and natural landmarks of New Hamilton will be decided through the Office of the President in coordination with the Cabinet of Redmont with public input.

1.4 The flag of New Hamilton shall be created via a public contest through the Department of Public Affairs and the Office of the President. Flag requirements will be decided prior to the contest.

Section II: Governance
2.1. A provisional governing body, known as the New Hamilton Provisional Council, shall be established for New Hamilton. This council shall consist of no more than nine members appointed by the President of the Commonwealth of Redmont.
(a) The President shall preside over the provisional governing council and all administrative entities under it.
The President may appoint a Chairperson and remove members of the council at will.

2.2. The New Hamilton Provisional Council shall be responsible for overseeing the initial stages of settlement and development within the territory of New Hamilton. This includes but is not limited to:
(a) Drafting a Parliamentary Constitution outlining the governing structure of New Hamilton.
(b) Writing and implementing regulations necessary for the orderly development, infrastructure, and governance of New Hamilton.
(c) Establishing administrative procedures for infrastructure development, land allocation, economic activities, and public services.
(d) Liaising with relevant Cabinet Departments and agencies of the Commonwealth of Redmont to ensure compliance with national laws and regulations.
(e) Providing regular reports and/or updates to the Office of the President regarding the progress, challenges, and achievements of the New Hamilton Project.

Section III: Settlement & Infrastructure
3.1. The development of land within the territory of New Hamilton shall prioritize both urban and rural areas, ensuring balanced and sustainable growth across the settlement, under the supervision of the New Hamilton Provisional Council.
(a) Urban Development:
i. Urban development shall focus on creating vibrant, livable communities equipped with essential infrastructure, amenities, and services.
ii. The New Hamilton Provisional Council shall designate suitable areas for urban expansion, taking into account factors such as accessibility, transportation networks, and economic opportunities.
iii. Infrastructure projects, including roads, utilities, and public facilities, shall be prioritized in urban areas to support residential, commercial, and industrial activities.
iv. Zoning regulations shall be established to guide the development of urban land, ensuring compatibility, sustainability, and the efficient use of space.

3.2 The Commonwealth government shall allocate necessary resources and provide technical assistance to facilitate the construction and maintenance of essential infrastructure projects crucial for the development of New Hamilton. These projects include, but are not limited to, roads, bridges, plots, and public amenities.
(a) To bolster the workforce of the New Hamilton Project, Constructors and Rangers will be allocated from their respective Departments. These skilled personnel will contribute their expertise towards the successful realization and upkeep of essential infrastructure within New Hamilton.
(b) Any institution or changes to civic infrastructure and urban/rural planning must receive Presidential assent prior to implementation.

3.3. Following the completion of all relevant civic-urban development for New Hamilton, the Provisional Council shall proceed with the allocation and distribution of land in accordance with the following principles:
(a) Equitable access to land for residential, commercial, industrial, and agricultural purposes, based on community needs and development priorities.
(b) Sustainable land management practices that promote environmental stewardship, and the protection of natural beauty.
(c) Transparent and accountable procedures for land allocation, ensuring fairness, integrity, and public trust in the governance of New Hamilton.
(d) Continuous monitoring and evaluation of land use patterns, population growth trends, and socioeconomic dynamics to adapt allocation strategies and policies as needed.

Section IV: Enforcement
4.1 All relevant government agencies and authorities are directed to cooperate fully in the implementation of this Executive Order.

4.2 Any disputes arising from the interpretation or application of this Executive Order shall be resolved through the legal mechanisms available under the laws of the Commonwealth of Redmont.

4.3 This Executive Order shall take effect immediately upon issuance and shall remain in force until modified, amended, or revoked by subsequent executive action.
