Regulations on Approved Political PartiesPurpose
This Executive Order establishes comprehensive regulations for the formation, registration, and operation of political parties within the Commonwealth of Redmont. Political parties are essential for democratic participation, but they must adhere to strict standards of transparency, accountability, and exclusivity to ensure fair and legitimate political processes.Section 1: Definitions
- Political Party
- An organized group formed solely for the purpose of influencing government policies, promoting specific ideologies, and gaining political power through elections and other political processes.
- A political party may not function as a broader organization with a political party embedded within it.
- Member
- An individual who:
- Actively applies for membership through the party’s ticket bot system in its designated Discord server.
- Has been approved by the party leadership through a documented and transparent process.
- Has logged at least six (6) hours of playtime on the server within the last 30 days.
- Actively participates in the political activities of the party.
- An individual who:
- Ticket Bot System
- A digital system used to manage and record membership applications, ensuring transparency and fairness in the approval process.
Section 2: Registration Requirements
2.1 Establishment of Political Parties
(a) All political parties must operate independently and cannot function as part of a larger organization.(b) Political parties may not pay individuals for membership or offer financial incentives to join.
2.2 Transparency Standards
(a) Parties must maintain transparency in their operations, including:- Publicly accessible records of their membership application and approval process.
- Clear documentation of their political agenda, Constitution, or charter within designated Discord channels.
- Periodic updates to the Department of State on membership status, political activity, and compliance with regulations.
2.3 Registration Criteria
To register, a political party must meet the following requirements:- Operate a dedicated Discord server with:
- A ticket bot system for membership applications.
- At least five (5) members with designated roles.
- Obtain public support from at least seven (7) non-members by having them reply to the application thread with:
- "I, <username>, support this party registration."
- Ensure all members meet the Member definition outlined in Section 1.
- Submit the following information in a thread entitled " - Political Party Application":
- Applicant Username
- Discord Username
- Party Name
- Party Abbreviation (1-3 letters)
- Party Discord link
- Party Logo (optional)
- Political Agenda
- Additional information (optional)
Section 3: Prohibited Practices
- Organizational Structure
- Political parties must not be embedded within or subordinate to broader organizations.
- Financial Incentives
- Parties are strictly prohibited from paying individuals or offering financial rewards for membership.
- Membership Fraud
- Parties may not fraudulently claim inactive or non-existent members to meet registration requirements.
Section 4: Grounds for Deregistration
The Department of State reserves the right to deregister a political party under the following circumstances:- Failure to maintain five (5) active members who meet the Member definition.
- Fraudulent or non-transparent operations, including falsifying membership records or violating transparency standards.
- Offering financial incentives for membership.
- Ceasing to exist or failing to sponsor/endorse candidates for Congressional elections for four (4) consecutive months.
- Operating as part of a broader organization.
- A court verdict ordering deregistration.
Section 5: Reapplication Process
- Parties whose applications are denied must wait at least four (4) weeks before reapplying.
- Reapplications must address the reasons for the original denial and demonstrate significant changes to the party’s structure or operations.
Section 6: Enforcement and Oversight
- The Department of State will oversee the registration, monitoring, and deregistration of political parties.
- Parties must submit quarterly reports detailing:
- Membership statistics.
- Political activities and endorsements.
- Compliance with transparency and operational standards.
- Violations of this Executive Order may result in penalties, including warnings, suspension, or deregistration.
