To
Establish a Federal Budget

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1-Short Title, Alternate Names and Enactment
1.This Act may be referred to as the “Federal Budget Creation Bill.”
2.The monthly Federal Budgetary Process may be referred to as the “Appropriations Process.” 3.The monthly Federal Budgetary Bill may be referred to as the “Appropriations Bill.”
4.This Act shall be enacted immediately.

3-Creation of a Federal Budget
1.The Department of Education and Commerce will draft a federal budget over a one-month fiscal period. This report will be due and published to the public on the first day (Sunday) of the last week of every month.
(1)This budget proposal allocates funds to different Executive Departments (ie: Department of Justice, Department of Construction and Transport, etc.) as well as the Legislative Body and Judicial Body.
(a)Funds must be allocated to the amount of at most the amount in the “DC Government” account in /baltop
(b)If the funds allocated are less than the amount in the “DC Government” account in /baltop, then those remaining funds may be used to pay off government debt or remain in that account.

4-Monthly Federal Budgetary Process Outline
1. The President will propose to the Congress an Appropriations Bill for 2/3rds majority approval in both chambers.
(1) The congress may reject the Appropriations Bill with recommendations.
(2) An appropriations bill is not subject to a congressional bill cool-off period.

5-Failure of Passage of the Appropriations Bill
1.If the President denies the terms set in the Appropriations Bill (ie: veto or pocket veto), the bill is immediately sent back to Congress and must be discussed within 24 (twenty-four) hours.
(1)The previous budget will continue to fund the day-to-day operations of the Government to avoid Government shutdown.
(2) Congressional representatives must provide public remarks on nay votes
2. The Appropriations Bill is the first and foremost bill on the docket. It should be voted on within 24 (twenty-four) hours of proposal.

6-Budget and Financial Transparency.
1. A #budget channel will be made under the congressional category on discord.
(1) This will be made available to the public at the passage of each Appropriations Bill.
(2) The budget channel will be accessible to change by only members of the Department of Education and Commerce. Requests to change budget appropriations must be done through a departmental ticket.
(3) Any payments for goods or services by the departments over their operational threshold will need to be declared in this channel.
(4) The treasurer may request re-appropriations where more finances are required in this channel. Congress will subsequently be required to vote to amend the appropriations.
(5) Approval of additional appropriations must be logged in this channel with the amount and reason disclosed.
(6) Financial activities may be listed after time of action, but by no more than 7 (seven) days.
2. A report must be put together to disclose all transactions and financial activity by the government at the end of the fiscal month.
(1) This report will coincide with the report on budget proposals.

7-Emergency Fund Allocation
1. The President may authorise emergency expenditure to maintain good governance on the server through one of two means.
(1) The President may also transfer funds from one Departmental account to another, but may not increase the total funds more than that in the Appropriations Bill.
(2) The President may utilize emergency funds no more than an amount listed on the Appropriations Bill. This amount cannot be changed after the Appropriations Bill is passed, and reasons must be provided after the fact for using these funds.
