The people of the Commonwealth of Redmont, through their elected Representatives in the Congress, do hereby formally enact this non-binding resolution, as a request to our Government:

Provide Players a Means to Eventually Own Property
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress, do hereby formally enact this non-binding resolution, as a request to our Government:
1 - Short Title and Enactment:
(1) This Resolution shall be cited as the Forthcoming Ownership Resolution
(2) This Resolution shall act as both a formal request and recommendation to the Department of Construction and Transportation
2 - Reasoning:
(1) New players are at a lack of locations on which to permanently operate their business or its related activities, or to shelter themselves soon after expansions which consequently limits economic output by virtue of the limited amount of shop ownership at any given point in time. This Resolution seeks to address that issue by providing an eventual way of owning property to the average citizen.
3 - Solution
(1) I propose the solution of allowing that players rent property from the government in the forms of: (a) plots on which to build; and/or (b) prefabricated buildings, up to and including those empty buildings currently owned by the government for the purpose of eventual ownership in order to provide a boost in storefront locations.
(a) Upon implementation of this request players who default on their rent-to-own agreements with the government upon said plots are to be fined $500 for breaking a legally binding agreement with the government.
(b) Upon implementation of this request the cost of rent per week upon one of said plots shall be determined as: the price of the plot divided by the amount of months allotted by the DCT for said agreement, further divided by four. Below I shall lay out an example:
ex, $2,500 over 2 months: 2500/2=1250; 1250/4=312.5. Therefore weekly rent on a rent-to-own plot allotted at $2500 over 2 months shall be $312.50.
