To
Define and make illegal the act of treason and extend punishment for capitol insurrection

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:​

1 - Short Title and Enactment
(1) This Act may be cited as the “Palpatine Act."
(2) This Act shall be enacted immediately upon its signage.

2 - Purpose
(1) Several times we have seen individuals attempt to gather crowds to "storm the capitol" in an effort that causes the police to expend their energy in a way that could be better directed.
(2) This does not have to be the case and such events could be curbed through legislative efforts that punish the originator of the act itself as well as the mob rather than charging the mob with anything along the lines of disorderly conduct.
(3) Upon seeing the originator charged others may be discouraged to make the same efforts in the future due to knowing they can be criminally charged with up to three offenses.
(4) By virtue of treason's very definition we can solve some other potential problems before they occur by implementing it into law.

3 - Definitions
(1) Treason - Any effort to upend the current government or kill the Head of State.

4 - Provisions
(1) Any individual which intends to: (a) storm the capitol; (b) bribe a government employee for political favors, votes, or change otherwise; (c) overthrow the government, either as a citizen or government employee, or (d) kill the Head of State is to be charged with treason and fined $500 + 10 minutes of jail time for the first and second offenses with 5 minutes added on for each subsequent offense.
(2) Any individual which intends to engage in those acts laid out by 4(1) while gathering individuals to aid in their effort is to be charged with treason and incitement and fined $550 + 10 minutes of jail time for the first and second offenses with 5 minutes added on for each subsequent offense.
(3) Any individual which intends to engage in those acts laid out by 4(1) and 4(2) and gathers such a group in a public place is to be charged with treason, incitement, and disorderly conduct and fined $600 + 10 minutes of jail time for the first and second offenses with 5 minutes added on for each subsequent offense.
(4) Any individual which successfully kills the Head of State is to be charged with treason and murder and fined $1,000 + 10 minutes of jail time for the first and second offenses with 5 minutes added on for each subsequent offense.

This bill has been vetoed and has failed to become law for the following reasons:

If the people at the Capitol are engaged in violence, this is already illegal and they can be charged for PvP law violations. If the people at the Capitol are just at the Capitol... It's a public place. Bribing politicians is already unlawful however this more broad definition could be argued to include the practice of "log rolling" and partisan whips, which is an overextension of what bribery is. While I appreciate the protection for killing the Head of State, I'm just another guy and there really shouldn't be any greater punishment for killing me than killing anyone else.
