To


Limit the Presidential pardon power and amend the constitution.

The people of the Commonwealth of Redmont, through their elected Representatives and Senators in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Presidential Pardon Reform Amendment Act”.
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
(1) As it currently stands, the President can unilaterally revoke laws passed during previous administrations through use of a pre-emptive pardon.
(2) Since I have a hate for google documents, the mode the pardon is delivered in is changed to an executive order, however it remains unable to be overturned as it is complex (a rights and freedoms change to an individual).

3 - Terms
(1) The Constitution is amended such that the clause "A lawful order to overturn a criminal charge, providing clemency on a charge to an accused player. Any exercise of pardon power shall be issued only in the form of a signed document released to the public." is changed to "A complex lawful order to overturn a criminal charge, providing clemency on a charge to an accused player. Any exercise of pardon power shall be issued only in the form of an executive order released to the public. Only violations of law for which the accused has been charged for a crime before the time at which the President wishes to issue a pardon may be pardoned."
