To

Limit excessive concentrated ownership of land

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Property Fairness Act”.
(2) This Act shall be enacted 14 days after presidential assent.

2 - Reasons
There are a number of monopolistic activities being undertaken that prohibit the fair ownership of land in the City. Hoarding land has become a real issue in preventing diverse ownership of land.

3 - Commercial Limitations
A citizen may not own more than 20 commercial plots of land within the City of Hamilton.


4 - Residential Limitations
A citizen may not own more than 1 residential plot of land within the City of Hamilton.


5 - Industrial Limitations
A citizen may not own more than 4 Industrial plots of land within the City of Hamilton.

6 - Realtors
(1) Any citizen with the Realtor job may exceed these limitations by 3 plots, provided the plots exceeding these limitations are for the purpose of development and or sale.

(2) Realty Licenses will no longer be recognised.
(3) The Realtor Act will be rescinded.


7 - Merged Plots
Any merged plots will not be recognised as one plot, rather they will be counted as the amount of sub-plots which form the whole merged plot.

8 - Ex Post Facto
No plots will be grandfathered under this law and it will apply to all plots in Hamilton City, current and future.

9 - Initial Releases of Plots
(1) Any plot part of an Initial plot release cannot be merged for a period of 14 days.
(2) The releasing authority must release plots in a fair and equitable fashion that is controlled and factors in time zones.
 
Why keep the Residential limit at 1?

My reasoning is that:
1. That is currently the limitation
2. We have 1500-2000 weekly players and 100 R plots.
3. Houses are not able to be rented out so players only need one R plot for themselves.
 
Aye - I am in favor of a propriety tax, but right now there is no way to implement it. That system is a good temporary way to fix all our issues with plots

8 - Ex Post Facto
No plots will be grandfathered under this law and it will apply to all plots in Hamilton City, current and future.

This hurts quite a few players and will cause a mass sell-off of property that will significantly hurt property values.
