Clarify 'Government Changes'

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Redmont Constitution Amendment Act”.
(2) This Act shall be enacted immediately after signage.

2 - Reasons
(1) To clarify.

3 - Government Change Amendments
All references in the Constitution to 'Government Change' are changed to 'System of Government Change'.
(a) 'Congress cannot override a veto of a Government change or complex change' to 'Congress cannot override a veto of a System of Government change or complex change.'
(b) 'An absolute majority (50%+1) needs to be achieved via public referendum, if the amendment is for a Government Change or a Rights and Freedoms change.' to 'An absolute majority (50%+1) needs to be achieved via public referendum, if the amendment is for a System of Government Change or a Rights and Freedoms change.'

4 - Defining System of Government Changes
The following is added to key terms:
(a) System of Government Change
Any changes that:
(i) Affect the the distribution of power between different parts and levels of the state.
(ii) Changes to Government Departments.
(iii) Significant changes to the system by which the state is governed in general.
