Amend the Executive Standards Act & Amend the Constitution​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the Constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Secretary Requirements Act'.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Former Representative TheReal42Person and Representative lcn.
(4) This Act has been co-sponsored by Senator xEndeavour.

2 - Reasons
(1) Secretary and Acting Secretary should have requirements, just like every other government position.

3 - Section 5 of The Executive Standards Act shall be amended as follows:
“(1) An Acting Secretary may serve in that role without Senate confirmation for a period of up to 14 days, starting from when they assume the office of Acting Secretary. After that time period elapses, the Acting Secretary must receive Senate confirmation if they are to continue in that role. After an Acting Secretary's term is up, they may not be Acting Secretary for 14 days.
(2) During a vacancy in the Secretary position, their duties fall to the Deputy Secretary until a new Secretary can be chosen.
(3) Should both the Secretary and Deputy Secretary be vacant, the Secretary’s duties shall temporarily fall to the Vice President.
(a) If the Vice President already holds one Secretary or Acting Secretary position, the President may appoint any player that meets the requirements listed in this act.
(4) No person shall hold multiple Secretary (or Acting Secretary) positions at any given time.
(5) No person shall hold an Acting Secretary position simultaneously with Secretary, Representative, Senator, Speaker of the House, Deputy Speaker of the House, President of the Senate, Deputy President of the Senate, Magistrate, Judge, Justice, or Chief Justice.
(6) Requirements to be a Secretary of any Department:
(a) Has accrued 72 hours of active playtime prior to being nominated.
(b) Has accrued 12 hours of playtime in the past 30 days prior to being nominated.
(c) Is an active participant in the community, in-game, on discord, and on forums.
(7) Requirements to be an Acting Secretary of any Department:
(a) Has accrued 72 hours of active playtime prior to being appointed.
(b) Has accrued 12 hours of playtime in the past 30 days prior to being appointed.
(c) Is an active participant in the community, in-game, on discord, and on forums.
(d) Has not served as Acting Secretary of any department in the past 14 days.
(8) The Senate shall be charged with enforcing the requirements for Acting Secretaries and must hold a vote if they wish to remove the Acting Secretary in question.

Veto

This bill restricts the flexibility and effectiveness of the cabinet by imposing playtime requirements that may disqualify the most qualified individuals. Additionally, adding requirements for acting secretaries undermines their purpose.
