To
Provide for STV elections for Senate
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the 'Senate Es Tee Vee Act.'
(2) This Act shall be enacted immediately upon its signage or immediately upon the enactment of the “Senate Es Tee Vee Constitutional Amendment Act,” whichever comes later.
(3) This Act has been authored by Omegabiebel and CaseyLeFaye.
(4) This Act has been co-sponsored by CaseyLeFaye and Vernicia.
2 - Reasons
(1) SNTV is plurality voting.
(2) Plurality is one of the worst voting systems known to mankind.
(a) It discourages people from voting for their favorite choice because votes do not transfer even if your chosen candidate loses.
(b) It does not reflect the true demographic of Redmont, as some votes are wasted.
(c) It encourages strategic voting due to its flaws.
(3) To amend the Electoral Act.
3 - Amendment
(1) The Electoral Act shall be amended as follows:
“6 - Single Non-Transferrable Vote (SNTV)
(1) Voting Process. Voters cast a single vote for a candidate of their choice in a multi-member constituency.
(2) Winner Determination. Candidates with the highest individual vote counts, up to the number of available seats, are declared the winners.
(3) Elimination of Ties. Where it is not possible to eliminate in an unresolvable tie, then the tied candidates will be eliminated at random through:
(i) a random selection within the eye of the public
(ii) through a computer generated choice in a way which a specific response cannot be elicited.”
(a) Subsequent sections of the Electoral Act shall be renumbered to reflect this amendment.
