To



Criminalize mail and post spam and to amend the Government Service Offenses Act



The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:



1 - Short Title and Enactment

(1) This Act may be cited as the ' Shred the Mail Act.'

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by Rep. lawanoesepr.

(4) This Act has been co-sponsored by Rep. zLost.



2 - Reasons

(1) Mail and post spam is annoying and makes important mail hard to find

(2) Mail and post spam is normally a form of harassment



3 – Criminal Code

(1) Adds 2 terms under Section 4 - Offences of the Government Services Offenses Act:


(7) Mail Spam
(i) Classification: Summary Criminal Offense
Sending mail that is unnecessary or excessive or sending mail to a person who has asked the sender to stop. Any person sending mail on behalf of the government is hereby immune from this law.
First Offense: Verbal Warning
Subsequent Offenses: $100 per mail sent

(8) Package Spam
(i) Classification: Summary Criminal Offense
Sending packages that is unnecessary or excessive or sending post to a person who has asked the sender to stop. Any person sending packages on behalf of the government is hereby immune from this law.
First Offense: Verbal Warning
Subsequent Offenses: $100 per package sent

Nay, too vague as written. Needs clarification on matters such as how “being asked to stop” is recorded and such.
 
Nay - Similar reasons to Alexander: it's too vague. Additionally, spam is a rule, and shouldn't be a law. Package spam would be hard to enforce.
