Amend the Constitution​

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “State of Redmont Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) Authored by Secretary of State _Austin27_

2 - Reasons
(1) The State of the Government report is lengthy, often filled with information that most don't even read. The Department of State spends hours, days even writing and formatting such for little to no purpose.
(2) Creating a formal address to our nation and to a joint session of congress would add to the roleplay aspect of our server and promote transparency through a different angle.

3 - Constitutional Amendment
(1) "The Department of State is charged with the Executive oversight and evaluation of departments and the cabinet. In addition, the Department of State is charged with the internal auditing and performance of all Government Departments and is responsible for the delivery of the State of The Government Report. The Department of State is also responsible for the administration, and facilitation of towns, as well as any communication between towns and the executive branch, which must be done through the Department of State. The Department of State shall lead matters of foreign relations with Governments outside the jurisdiction of the Commonwealth of Redmont."
Changes to

4 - State of the Commonwealth Address
(1) Within the first week of each new month, the President will be responsible for addressing the public with a State of the Commonwealth address located in the State of the Government Report. This may be supplemented by an in-game or spoken address at the President's discretion.

5 - Writing the Address
(1) The Department of State will be charged with the task of writing the address which will include a summary of the State of the Government report plus any additional features that cabinet sees fit to add.

Nay - Not every timezone can attend, leading to someone having to type it up anyway. Alter the SOTG report to be less cumbersome rather than killing it all together. The SOTG is simple - Dept goals, Dept. projects, Bonuses, Presidential address. If the president chooses, they can address the congress on the SOTG.

This bill has been granted assent and is hereby signed into law. Let it be known that this bill has passed the 2/3 requirement in the House (due to amending the Constitution) via the dynamic nature of Abstains. The address given to Government officials will be made public in text afterwards to accommodate time zone differences, and the address itself (if given in VC) will be given via a Discord "Stage" channel to allow for live viewing.​

Modify an Unreasonable Requirement

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “State of Redmont Rescindment Act ”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act was authored by Speaker of the House 218218Consumer.
(4) This Act has been co-sponsored by Senator sleepyjay_.

2 - Reason
(1) The President should not be legally required to recite each individual aspect of the SOTG Report, as a summary should be sufficient.
(2) Currently, the wording of the SOR Act implies that the President must hold some form of SOTG event for an address at a specific time. This is unworkable considering the diversity of time zones among the player base and the government, and given that the President has the option to issue a SOTG report through text, there would be little difference between a text event and simply including the address in the SOTG Report instead of through an event.
(3) Why is the President legally required to notify all members of the government ahead of the issuance of an address? Through other requirements in the bill, we all already know the address will be released within the first week of each month.

3 - Terms
The State of Redmont Act shall be amended as follows:

"4 - State of the Commonwealth Address
(1) Within the first week of each new month, the President will be responsible for addressing a joint session of congress and any invited guests the public with a State of the Commonwealth address located in the State of the Government Report. This may be supplemented by an in-game or spoken address at the President's discretion.
(2) The address can be either via text or via VC but such must be noted to the public and congress prior to the address taking place.
(3) All members of Congress will be invited
(4) All members of the Court will be invited
(5) All members of the Executive Cabinet will be invited

5 - Writing the Address
(1) The Department of State will be charged with the task of writing the address, which will include all current features of the a summary of the State of the Government report plus any additional features that the President or Department of State see fit to add."
