BILL
To

Create a Supreme Court

The people of Democracy Craft, through their elected representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the ”Supreme Court Creation Act”.
(2) This Act shall be enacted immediately upon its signage.

2 - Powers
The Powers of the Court are as follows:
The Supreme Court has the power to review all appealed cases from all lower court's.
Note:
They can determine which cases they wish to hear from all the appealed cases and to accommodate for this under courts a section will be created where you can appeal your case.

The Supreme Court will decide what appealed cases it would like to review.
All cases involving the Constitution and Fundamentals rights are to be reviewed by the Supreme Court.
The Supreme Court can overturn Executive Orders
The Supreme Court can over rule any lower court or case not reviewed by itself,

NOTE:
All decisions made by the Supreme Court are to be voted on by all members sitting on the court, a simple majority is all that is needed to pass a verdict or make a decision on behalf of the court.

3 - The Supreme Court and Membership
There are 3 seats on the Supreme Court and they are all to be held by Justices
.
If there are only three Judges all three are to be members of the Supreme Court and are automatically Justices.

If there are more than 3 Judges Then the President will be required to nominate three judges to the position of Justice. The president will also nominate people to Justice after this initial nomination if there are any vacancies on the court. if the president is unwilling to do this or is unable too the longest serving Judges will be Acting Justices on the court until the vacancies can be filled permanently.

If there is less than Three Judges the Speaker of Congress will fill the vacancy on the court for each specific case but will only be considered a Justice during the case and will be removed as soon as another Judge or Justice is appointed to the court, if there still isn't enough Justices with the Speaker on the Court, the Court will become dormant until there is the required number of viable Justices to fill the court.

4 - Chief Justice
There is only one elevated position on the Court that is more senior than the others that Justices and that is Chief Justice.
This position requires nomination from the president and confirmation from congress if this process is unable to be carried out the most senior Justice/Judge will be Acting Chief Justice.

The responsibilities that come with the position are to oversee Supreme court cases, act as Chairman of the Court, be an unbiased party and help train and advise new Judges/Justices.
