Grant Towns Semi-autonomy when it comes to laws

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:​

1 - Short Title and Enactment
(1) This Act may be cited as the “Town By-law Jurisdiction act”
(2) This Act shall be enacted immediately upon its signage.
(3) This Bill was penned by representative BubbaRC with major input from trentrick_lamar

2 - Reasoning
Towns, as of right now, have no authority other than power granted to them through departments to make law, leading to them not being able to make laws work for them (such as the Oakridge 420 bill) and making them always comply with federal law

3 - Town Legislative Authority
(1) A town may override a non-complex change local to the city/town if demand is present in there
(a) Should this be abused by a town then congress override specific bills with a simple majority from the house, a supermajority from the senate, and presidential assent
(2) Congress can specify in specific bills that towns cannot override the bill

Nay - Federal law is federal law and is binding on the towns.

Additionally, this bill is unconstitutional.

Role of Cabinet
Responsible for changes (not law) in economic systems, transportation systems, and town/city systems.

It clearly says that the cabinet has jurisdiction over towns and the town's bylaws are defined in the EO.

Cabinet has very few responsibilities and this is one of them.

Congress get frustrated when the executive overstep and now congress are doing the overstepping. I urge everyone to vote it down. If not I urge the president to veto it to protect cabinet jurisdiction.

They may have jurisdiction however it doesn't say only that they have exclusive power over it, simply says it's their responsibility, and way I see it it doesn't edit the EO, simply gives more power to a constitutional entity

This bill is essentially giving towns power almost equal to Congress. They have delegated administrative powers. This bill is giving them power to do everything but this:

Complex Change
A complex change includes the following and needs to be discussed with the Owner before being signed by the President:
  • Changes to the System of Government.
  • Plugin-related changes.
  • Changes involving significant staff involvement.
  • Creation of new towns/cities/urban establishments.
Defining System of Government Changes
Any changes that:
  • Affect the distribution of power between different parts and levels of the state.
  • Changes to Government Departments.
  • Significant changes to the system by which the state is governed in general.

Yes, however only on a local scale, thus limiting what they can do to anything in their town with a congressional failsafe if this gets abused

This bill has been vetoed and has failed to become law for the following reasons:
-While towns should have jurisdiction over some matters, I would much prefer former bills be amended to state the terms but include a clause similar in nature to "unless otherwise codified within the jurisdiction of a Town of the Commonwealth of Redmont" where appropriate. To by default make all legislation non-binding to towns we open the door to a wide range of issues between criminal law, statute of limitations, taxation, authority of Congress, etc etc.
