Establish Offences under the Standardized Criminal Code

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the ‘Animal & Pet Offences Act'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by: The_Donuticus

2 - Reasons
The current system of sorting crimes is too chaotic and messy. This Act exists as part of the Standardized Criminal Code package of bills to address this.

3 - Criminal Code
The Animal & Pet Offences Act will establish the crimes outlined in '4 - Offences' as an extension of the Standardized Criminal Code Act.

4 - Offences
(1) Animal Abandonment (Original: A__C - Apr 24, 2022)
(i) Classification: Summary Criminal Offense
The act of leaving an animal in an area without the consent of the property owner.
Per Offense: $100 Fine + animal to be taken to shelter by the DoI.

(2) Animal Murder (Original: LilDigiVert - Feb 4, 2021)
(i) Classification: Summary Criminal Offense
The act of killing a citizen's animal without consent.
Per Offense: $100 Fine + 5 Minutes Jail Time

(3) Animal Theft (Original: Rurge - Nov 26, 2021)
(i) Classification: Summary Criminal Offense
The act of stealing one's animal, tamed or not, and admitting to it or it being found in your possession.
Per Offense: $100 Fine

(4) Pet Overcrowding (Original: KaelynCream - Dec 6, 2021)
(i) Classification: Summary Criminal Offense
The act of not giving an animal the space they require. Cats and dogs require a minimum of two blocks of floor space each. Parrots require a minimum of one block of floor space each. Upon discovery, the offender will be notified and have 48 hours to rectify.
Per Offense: $100 Fine + animal to be taken to shelter by the DoI.

(5) Shelter Animal Murder (Original: Icypenguin79 - Feb 12, 2021)
(i) Classification: Summary Criminal Offense
The act of murdering a shelter animal either stray (owned by a player) or any up for adoption.
Per Offense: $150 Fine (paid to owner of pet if stray) + 5 Minutes Jail Time

(6) Villager Murder (Original: Westray - Feb 20, 2021)
(i) Classification: Summary Criminal Offense
The act of killing a villager.
Per Offense: $1000 Fine + 10 Minutes Jail, made payable to the owner of the region (if applicable).

(7) Animal Overcrowding
(i) Classification: Summary Criminal Offense
The act of not giving an animal the space they require. Cows, sheep, and pigs require a minimum of four blocks of floor space each. Horses and llamas require a minimum of six floor blocks of space each. Chickens require a minimum of two blocks of floor space each. Upon discovery, the offender will be notified and have 48 hours to rectify. This law applies to all plots.
1st Offense: $100 fine + animal(s) taken to shelter by the DOI
Additional Offenses: $350 fine + animal(s) taken to shelter by the DOI + plot eviction

(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
(1) The current Act only states there is a $500 murder for killing a villager. Some people spend time and effort teaching their villagers new skills, interacting with them, and housing them. Those people should be compensated for the death of their beloved villager friends, as people are compensated for the death of their pets.
(2) When former Representative Lord_Donuticus combined bills in an effort to keep them organized, he lowered the fine for Villager Murder from the then $800 to $500, as well as removing the clause that the fine is made payable to a potential villager employer.
(3) Villager costs are high and even $1000 is not comparable, though it is still much better than $500.

2 - Reasons
(1) The punishment for Animal Murder is a $100 fine + 5 minutes jail time.
(2) The punishment for Shelter Animal Murder is also a $100 fine + 5 minutes jail time.
(3) The punishment for Shelter Animal Murder should be harsher as the DOI spent Rangers and/or materials (breeding) to get the animal there.

(1) The Department of the Interior has been unable to enforce farm regulations for over a year now.
(2) The animal overcrowding law has been removed by the Standardized Criminal Code but was not added back.
(3) Pet Overcrowding specifies tameable animals, but not farm animals.

3 - Section “4 - Offences” of the Animal & Pet Offences Act shall be amended as follows:
