Criminalize Terrorism

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This bill may be cited as the "Anti-Terrorism Act"
(2) This bill will be enacted immediately upon signage
(3) This bill was penned by Representative BubbaRC

2 - Reasons
As it currently stands there is so specific punishment for terrorism, which could allow for a variety of interesting offenses to be ignored

3 - Terrorism
(1) A new crime of terrorism shall be implemented under Miscellaneous laws
(2) Terrorism shall be defined as "Unlawful use of violence and intimidation, or inciting fear or chaos, especially against, but not limited to, civilians for political purposes"
(3) The punishments are as follows
"Primary Individual(s): any of $1,000-$2,500 fined, 5-30 minutes jail time, or barring from running in any elections this act was involved in
Supporting Individual(s): any of $500-$1,250 fined, 5-15 minutes jail time, or barring from any running in elections this act was involved in
all punishments of this crime shall be issued through the courts"

4 - Capturing a building
(1) A new crime of capturing a building shall be implemented under Miscellaneous laws
(2) Capturing a building shall be defined as "The act of forcing people out of a building and making it so that nobody can get in or out, with the exception of the DOJ locking down a building"
(4) The punishments are as follows
"Primary Individual(s): $100-$10,000 payable to the owner of the building or 5-20 minutes jail time
Supporting Individual(s): $50-$5,000 payable to the owner of the building, or 5-10 minutes jail time
all punishments of this crime shall be issued through the courts"

Raised minimum fines for terrorism and lowered minimum fines and replaced the definition of terrorism with one agreed upon in #bill-debate

Nay - Some points are weird to me, like removing the right to run for any election. Also, most of the time the terrorism is not used for political purposes, just for anarchy.
