Create a Process of Budget Appropriations​

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Appropriations Power Act October 2020”.
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
(1) As it currently stands all government spending is unlawful. Yes, all government spending is unlawful.

3 - Terms
(1) The DEC Secretary or President may at any time issue a request to Congress for funding of any individual department or multiple departments.
(2) The Congress shall have the power to draft, propose, and pass a bill that would grant funds to any specific department(s) from the “DCGovernment” balance. The only restriction shall be that such legislation may not decrease the “DCGovernment” balance below $0.
(3) In the event that any department has $0, they must cease all expenditures relevant to their department. No department’s balance may decrease below $0.
(4) Any such legislation must pass both houses of Congress and receive Presidential Assent.

Explanation:
  • It is unconstitutional, as Congress cannot give themselves power over other branches of Government nor can they take power away from them.
  • Senator Hugebob, whom is also the author of this bill, is working on a bill to correct this issue, and in relation to this bill, stated: " I urge Westray to issue a veto immediately and we can draft a lawful bill. "
