Create an Official Register of Co-Operatives

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the "Bubbarc’s Law Revision Act 2020" or "Bubbarc’s Law Revision Act 2020"
(2) This act shall take effect upon signage

2- In order to make rules and laws more clear and defined, the following changes will be done:

3- Property and Build Regulations
(1) Minimum Amenities Requirements
(a) Original: "The following amenities must be provided free-of-charge for a residential space to be rentable: 1x Bed, 1x Double Chest, 1x Crafting Table, and 1x Furnace."
-Per Offence: $100 Fine
(b) New: "The following amenities must be provided free of charge for a residential space to be rentable: 1x bed, 1x double chest, 1x crafting table, 1x furnace, access to a garbage disposal (whether an incinerator or a recycling center there needs to be some form of access to removal of items on the plot of the residence accessible by them)."
-First offense: $100 fine per breach of law
-Second offense: $200 fine per breach of law
-Third offense and after: $300 fine per breach of law, jail for 5 minutes
(2) Prohibited Items in Dwellings
(a) Original: "The following are prohibited in apartments: Any type of farms; Any types of liquid source blocks; Nether portals; and Chest Shops."
-Per Offence: $100 fine”
(b) New: "The following are prohibited in apartments: farm animals (sheep, chickens, and cows) any type of farms; any types of liquid source blocks; Nether portals; and chest shops."
-Per offence: $100 fine

4- Wilderness and Wildlife
(1) Overcrowding
(a) Original: "Any animal farm, regioned or not, must have no less than four blocks per animal. (Chickens require a minimum of two blocks). An individual can not have over 300 animals/mobs in total".
-First Offence: Verbal Warning + 24 hours to fix issues.
-Second Offence: $500 fine + 10 Minutes Jail + Excess animals euthanised.
-Third Offence: $1000 fine + 15 Minutes Jail + All animals euthanised.
(b) New: "Any animal farm, regioned or not, must have no less than four blocks per animal. (chickens require a minimum of two blocks, pandas, polar bear, horses, and all other large animals must have 6) an individual can not have more than 300 mobs in total."
-First offence: Verbal warning, 24 hours to fix the issue before we move to the second offense
-Second offense: $500 fine + 10 minutes jail + excess domestic animals set for adoption (the original owner cannot readopt these animals) any others are euthanised
-Third offense and after: $100 fine + 20 minutes jail + all domestic animals set for adoption (the original owner cannot readopt these animals)” any others are euthanised

5- Commerce
(1) Fraud
(a) Original: "A dishonest or illegal scheme of obtaining something of value."
-First Offence: 10 Minutes Jail + $200 fine + Repossession of items/monies.
-Second Offence: 20 Minutes Jail + $250 fine + Repossession of items/monies.
-Third Offence: 3 Day Ban + $300 fine + Repossession of items/monies.
(b) New: "A dishonest or illegal scheme of obtaining something of value."
-First Offence: 10 Minutes Jail + $200 fine + Repossession of items/monies.
-Second Offence: 20 Minutes Jail + $250 fine + Repossession of items/monies.
-Third Offence and after: 60 minutes jail + $300 fine + Repossession of items/monies.
(2) Job Exclusivity Breach
(a) Original: "-Selling ores without holding the job of 'Miner.'
-Selling raw meats or spawn eggs without holding the job of 'Stockman.'
-Selling raw crops without holding the job of ‘Farmer.’
-Selling cooked foods without holding the job of ‘Chef.’
-Selling weapons such as swords and firearms without holding the job of ‘Armourer’ "

-First Offence: $100 fine + Removal of Chest Shop.
-Second Offence: $200 fine + 5 Minutes Jail + Removal of Chest Shop.
-Third Offence: $300 fine + 10 Minutes Jail + Removal of Chest Shop.”
(b) New: "-Job Exclusivity Breach
-Sellings ores without holding the job of ‘miner’
-Selling raw meats or spawn eggs without holding the job of ‘stockman’
-Selling raw crops without holding the job of ‘farmer’
-Selling cooked foods or food otherwise made from raw ingredients (like bread) without holding the job of ‘chef’
-Selling weapons such as swords and firearms without holding the job of ‘armourer’
-Selling pharmaceutical goods without the job ‘pharmacist’
-Selling redstone components without the job ‘electrician’
-Selling drinks (potions or alcohol) without the job ‘brewer’
-Selling wood without the job ‘lumberjack’. "

-First Offence: $100 fine + warning + one day to fix the breach before this escalates to second offense
-Second Offence: $200 fine + 5 minutes jail + removal of chest shop
-Third Offence and after: $300 fine + 10 minutes jail + removal of chest shop
(3) Tax Evasion
(a) Original: "Using unlawful means of business in order to avoid paying taxes where you would have otherwise been required to pay tax."
-Per Offence: $100 Fin
(b) New: "Using unlawful means of business to avoid paying taxes where you would have otherwise been required to pay tax."
-Per Offence: $100 fine + Taxes Evaded fined

6- Medical
(1) Possessing Medical Objectives outside of a Government-approved Medical Facility
(a) Original: "Possessing, selling, trading, or crafting medical objectives outside Government-approved Medical Facilities is prohibited. Paramedics are exempt from this law. Does not include goods sold in the hospital's pharmacy, excluding the Vaccine Prescription."
-First Offence: Removal of all medical objectives + $100 Fine
-Second Offence: Removal of all medical objectives + $500 Fine + Removed from Department of Health for a period of 2 months.
-Third Offence: Removal of all medical objectives + $1000 Fine + Removed from Department of Health indefinitely.

-Third Offence: Removal of all medical objectives + $1000 Fine + Removed from Department of Health indefinitely, can be appealed.”
(note: the paramedics being exempt from this law was removed as their role is to pick people up to bring to the hospital)
(2) Contagious Deseases
(a) Original: "Refusal of treatment of a contagious disease in a timely manner."
-Per Offence: The player will be detained by Police, fined for the cost of cure, as well as an additional fine of $20. The player may also be liable for others’ health costs should they be responsible for transmitting the disease - this can be disputed in court.
(b) New: "Refusal of treatment of a contagious disease in a timely manner."
-First offence: player will be detained by the police, fined for the cure, and also be liable for other player’s health costs should they have infected them
-Second offence: Player will be detained by the police, fined for the cure, and be liable for other player’s health costs should they have infected them + 10 minutes jail time
-Third offence and after: player will be detained by the police, fined for the cure, and be liable for other player’s health costs should they have infected them+ 30 minutes jail time + 10 for each person transited to"

7- PvP and Trespassing
(1) Assault
(a) Original: "Assault is the act of hitting a player, causing a loss of no more than 3 hearts; or putting them in a place of danger (such as pointing a weapon at them)."
-Per Offence: $40 Fine
(b) New: "Assault is the act of hitting a player, causing a loss of no more than 3 hearts; or putting them in a place of danger at the discretion of the DOJ"
-Per Offence: $40 Fine
(2) Pet Murder
(a) Original: "Whenever a player kills another player’s pet without consent."
- First offense: $100 made payable to the victim;
- Second offense: $500 made payable to the victim plus 10 minutes of jailtime; and
- Third and subsequent offenses: $500 made payable to the victim, 30 minutes jail, revocation of all licenses.
(b) New: "Whenever a player kills another player’s pet without consent."
-First offense: $100 made payable to the victim
-Second offense: $500 made payable to the victim + 10 minutes jail time
-Third offense and after: $500 payable to the victim, 30 minutes jail, revocation of firearms license
(3) Murder
(a) Original: "Murder is the act of unlawfully killing another player."
-Per Offence: $100 Fine + 10 Minutes Jail
(Note: This law overrides Attempted Murder.)
(b) New: "Murder is the act of unlawfully killing another player."
-First Offense: $100 fine + 10 minutes jail
-Second Offense: $200 fine + 20 minutes jail
-Third offense and on: $300 fine + 30 minutes jail + Revocation of firearms license
(Note: this law overrides attempted murder, assault, and trespassing )
(4) Trespassing
(a) Original: "To enter or be in the place without the consent of the owner, occupier or person having control or management of the place; or to remain in the place after being requested by a person in authority to leave the place. Failure to comply with the demands or any signs grants the owner legal permission of initiating PvP, provided they can prove the trespasser was warned prior."
-First Offence: $20 Fine
-Second Offence: $60 Fine
-Third Offence: $60 Fine + 10 Minutes Jail”
(b) New: "To enter or be in a place without the consent of the owner or management of the place; to remain in the place after being requested to leave (minimum of two warnings or a sign) grants the owner legal authority to initiate PvP provided they can prove that the trespasser was warned."
-First offence: $20 + 5 minutes jail time
-Second offence: $60 fine + 10 minutes jail time
-Third offence and after: $100 fine + 15 minutes jail time”

8- Transportation and Road
(1) Reckless Driving + Careless Driving
(a) Original Reckless Driving: "Driving in a way that endangers drivers or pedestrians or that interferes with the traffic such as; blocking the street by driving too slowly; driving on the wrong side of the road; and or ramming other cars."
-Per Offence: $100 Fine.
(b) Original Careless Driving: "Driving on the sidewalk or anywhere off the road."
-Per Offence: $40 Fine.”
(c) New: "Driving off of the road or endangering drivers or pedestrians such as; Driving on the wrong side of the road, ramming other cars, or driving on the sidewalk"
-First offense: $20 fine and impoundment of vehicle with a further fee of $60 to retrieve the vehicle
-Second offense: $40 fine and impoundment of vehicle with a further fee of $60 to retrieve vehicle
-Third offense: $60 fine with a further $60 fee to retrieve vehicle
(2) Improper Parking
(a) Original: "Parking a vehicle on public or government land, not on private land or in a designated parking bay."
-Per Offence: Vehicle Impounded ($60 fee on release)
(b) New: "Parking a vehicle on a public or government land, not in at designated parking bay, property owners have full discretion of this on their property however the vehicle owner can contest this in court."
-Per Offence: Vehicle Impounded ($60 fee on release)
(3) Abandoned Vehicles
(a) Original: "Vehicles that are left in the same location for a period of 14 days."
-Per Offence: Vehicle Impounded ($60 fee on release)
(b) New: "Vehicles that are left in the same location for a period of 14 days on public property and unowned property."
-Per Offence: Vehicle Impounded ($60 fee on release)

9- Miscellaneous
(1) Frivolous Cort Case
(a) Original: "Lodging a legal case that has no serious purpose or value, the courts have full discretion on this."
-Per offence: $50-$500 fine at court order.
(b) New: "Lodging a legal case that has no serious purpose or value, the courts have full discretion on this."
-Per offence: $50-$500 fine at court order
(2) Failure to Appear
(a) Original: "Where the subject of a subpoena fails to appear before Congress without reasonable justification."
-Per Offence: 1% of their balance for each day (minimum $100.
(b) New: "Where the subject of a subpoena fails to appear before congress without reasonable justification"
-Per Offence: $50-$10000 at congress’s discretion
(3) Obstruction of Justice
(a) Original: "Wilfully interfering with the process of justice through influencing, threatening, harming, or impeding a witness, potential witness, police officer or by providing false information."
-First Offence: Verbal Warning
-Second Offence: 5 Minutes Jail + $10 Fine
-Third Offence: 10 Minutes Jail + $20 Fine
(b) New: "Willfully interfering with the process of justice through influencing, threatening, harming, or impeding a witness, a potential witness, police officer, or by providing false information."
-First Offence: 5 minute jail + $50 fine
-Second Offence: 10 minute jail + $100 fine
-Third Offence: 15 minute jail + $150 fine
(4) Giving/Asking for Exam Answers
(a) Original: "Asking an exam question or giving an exam answer is not allowed."
-Per Offence: $20 Fine
(b) New: "Asking an exam question or giving an exam answer."
-Per offence: $20 and results of test being disregarded
