To
Establish a Minimum Commission
The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the “Commission Expansion Act of 2021.”
(2) This Act shall be enacted in 2 weeks upon its signage.
(3) This Act has been authored by Representative Figomessi77
(4) The Act has been co-sponsored by: Representative xlayzur
2 - Reasons
(1) The establishment of a minimum commission can help expand the economy by increasing the income of consumers and creating the demand for more products and services.
(2) There are currently no laws set in place to ensure players are being paid fairly. Minimum commission can prevent businesses or large corporations from taking advantage of the player’s labor.
(3) Businesses will see their profit increase as players will begin to spend more as a result of increase in demand for products. Increase in profits for business will increase more investment which will expand the economy.
3 - Defining and Establishing Minimum Commission
(1) Minimum Commission is defined as “a percentage of value or amount of money that is paid to a supplier.”
(3) All individuals and businesses (registered and unregistered) must pay a minimum commission rate of 50%.
(4) Businesses or individuals that have an established wage system are excluded from having to apply a minimum commission.
4 - Department of Commerce Enforcement and Responsibilities
(1) The Department of Commerce (DOC) will be in charge of enforcing the minimum commission rate of 50%.
(2) Players may submit a complaint to the DOC if a business is breaching any of the laws mentioned in this Act. Businesses charged with any of the violations retain the right to seek legal actions.
(3) The DOC may issue fines for violations under Section 5.1.1, 5.1.2, 5.1.3, notwithstanding the court order to do so.
(4) The DOC shall inform and provide necessary assistance to the DLA for prosecutions under Section 5.1.4.
(5) The DOC shall retain a record of any investigations.
5 - Punishments
(1) Businesses that does not comply with the laws mentioned in the Commission Expansion Act of 2021 are subjected to the following punishments:
This act was rescinded with the Economic Standards Act.

- Suppliers are individuals who sell goods to a business, corporation or individual to supply their stock.
(3) All individuals and businesses (registered and unregistered) must pay a minimum commission rate of 50%.
(4) Businesses or individuals that have an established wage system are excluded from having to apply a minimum commission.
- If a business or individual uses a wage system, they must explain how much they are paying their employees for the amount time they work or for the number of items that they supply.
- Businesses and individuals with a hybrid system of paying wages and commission are not excluded from the minimum commission rate of 50%.

(1) The Department of Commerce (DOC) will be in charge of enforcing the minimum commission rate of 50%.
(2) Players may submit a complaint to the DOC if a business is breaching any of the laws mentioned in this Act. Businesses charged with any of the violations retain the right to seek legal actions.

(1) Businesses that does not comply with the laws mentioned in the Commission Expansion Act of 2021 are subjected to the following punishments:
- First Offence: Verbal Warning and one week notice
- Second Offence: $500 fine
- Third Offence: $1000 fine + Amount unpaid to suppliers
- If the businesses have committed more than three offenses, they are subject to the following punishments: The Court may fine up to $5,000 + Amount unpaid to suppliers
- i.e., If a business sells a stack of wood for $10 and the supplier only receives $2 instead of $5, the business must compensate $3 back to the supplier.
- Businesses must compensate for every single unit or stack that they fail to pay the supplier.
This act was rescinded with the Economic Standards Act.
