Establish a Minimum Commission

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Commission Expansion Act of 2021.”
(2) This Act shall be enacted in 2 weeks upon its signage.
(3) This Act has been authored by Representative Figomessi77
(4) The Act has been co-sponsored by: Representative xlayzur

2 - Reasons
(1) The establishment of a minimum commission can help expand the economy by increasing the income of consumers and creating the demand for more products and services.
(2) There are currently no laws set in place to ensure players are being paid fairly. Minimum commission can prevent businesses or large corporations from taking advantage of the player’s labor.
(3) Businesses will see their profit increase as players will begin to spend more as a result of increase in demand for products. Increase in profits for business will increase more investment which will expand the economy.

3 - Defining and Establishing Minimum Commission
(1) Minimum Commission is defined as “a percentage of value or amount of money that is paid to a supplier.”
  1. Suppliers are individuals who sell goods to a business, corporation or individual to supply their stock.
(2) The minimum commission rate set at which a supplier shall receive is 50% of the sales price set by the business, corporation or individual.

(3) All individuals and businesses (registered and unregistered) must pay a minimum commission rate of 50%.
(4) Businesses or individuals that have an established wage system are excluded from having to apply a minimum commission.
  1. If a business or individual uses a wage system, they must explain how much they are paying their employees for the amount time they work or for the number of items that they supply.
  2. Businesses and individuals with a hybrid system of paying wages and commission are not excluded from the minimum commission rate of 50%.
(5) The Minimum Commission rate of 50% will only be applied to chest-shops.

4 - Department of Commerce Enforcement and Responsibilities
(1) The Department of Commerce (DOC) will be in charge of enforcing the minimum commission rate of 50%.
(2) Players may submit a complaint to the DOC if a business is breaching any of the laws mentioned in this Act. Businesses charged with any of the violations retain the right to seek legal actions.
(3) The DOC may issue fines for violations under Section 5.1.1, 5.1.2, 5.1.3, notwithstanding the court order to do so.
(4) The DOC shall inform and provide necessary assistance to the DLA for prosecutions under Section 5.1.4.
(5) The DOC shall retain a record of any investigations.

5 - Punishments
(1) Businesses that does not comply with the laws mentioned in the Commission Expansion Act of 2021 are subjected to the following punishments:
  1. First Offence: Verbal Warning and one week notice
  2. Second Offence: $500 fine
  3. Third Offence: $1000 fine + Amount unpaid to suppliers
  4. If the businesses have committed more than three offenses, they are subject to the following punishments: The Court may fine up to $5,000 + Amount unpaid to suppliers
(2) “Amount unpaid to suppliers” is defined as “the amount of money that the supplier should have received for their work that the business did not pay.”
  1. i.e., If a business sells a stack of wood for $10 and the supplier only receives $2 instead of $5, the business must compensate $3 back to the supplier.
  2. Businesses must compensate for every single unit or stack that they fail to pay the supplier.
(3) The fines will be paid to the employee for damages in addition to the amount unpaid to suppliers.

This act was rescinded with the Economic Standards Act.

Business owner gets 50% of the wealth generated by the worker

If anything 50% is too low, should be at least 80%

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Commission Clarification Act"
(2) This Act shall be enacted immediately upon its signage.
(3) This Act is authored by Westray with input from the business community including TheDeadwax.
(4) This Act is co-sponsored by: Senator Muffins

2 - Purpose
(1) Due to concerns from multiple business owners and suppliers, this bill seeks to address and clarify some clauses to the Commission Expansion Act of 2021.
(2) Currently, businesses can evade the law by having suppliers who are not technically “employed” sell to an open chestshop.
(3) This bill seeks to remove the unrealistic expectation placed upon the DEC and for businesses to calculate and factor in the minimum commission in the final product of other supplied goods.
(4) New players who are opening a business may not be aware of the minimum commission laws, and therefore may unknowingly violate it. This bill seeks to lessen the earlier punishments and introduce a warning for the first offence.

3 - Redefining Suppliers and Removing Unrealistic Regulation
(1) In Section 3 Subsection 1.2 changes “Suppliers are individuals who are employed by a business or corporation to supply their stock with goods.” to “Suppliers are individuals who sell goods to a business or corporation to supply their stock.”
(2) Hereby removes Section 3 Subsection 3.3 “If any final product that was crafted using an item from the CPI, it will be subjected to the minimum commission rate of 50%”

4 - Reforming Punishments
(1) In Section 5 Subsection 1 changes:

“First Offence: $250 fine + Amount unpaid to suppliers
Second Offence: $500 fine + Amount unpaid to suppliers
Third Offence: $1000 fine + Amount unpaid to suppliers”

to

“First Offence: Verbal Warning and one week notice
Second Offence: $500 fine
Third Offence: $1000 fine + Amount unpaid to suppliers”

2 - Reasons
(1) The current Commision Expansion Act of 2021 only applies to the 60 items on the CPI, most of which are difficult for the average player to remember.
(2) According to DEC Secretary Trentrick_Lamar and Deputy Secretary A__C, the CPI is being reworked and the section labeled “only be applied to items that are listed on the Consumer Price Index” will no longer serve its original purpose.
(a.) Future iterations of the CPI will cover items across the board as opposed to a predetermined list of items.
(3) Suppliers deserve adequate compensation across the board for all items; not an arbitrarily decided list thereof.

3 - Amendment
(1) Section 3 (3) of the Commission Expansion Act of 2021 will be removed:
(3) The rate of 50% as defined in Section 3.2 shall only be applied to items that are listed on the Consumer Price Index (CPI).
1. Items that are not listed on the Consumer Price Index are excluded from the minimum commission rate of 50%.​
2. The CPI is defined as “a catalogue that aggregates the top 60 most popular/basic items sold in Redmont. The Median Price and the Market Price is derived from analysis of the data set forth.” This catalogue is made by the DEC.​

The people of the Commonwealth of Redmont, through their elected Representatives and Senators in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
  1. This Act may be cited as the "Commission Expansion Act of 2021 Amendment Act"
  2. This Act shall be enacted immediately upon its signage.
  3. This Bill was authored by Speaker of the House ElainaThomas29 and co-sponsored by Representative RandomIntruder.

2 - Reasons
  1. This Bill contains many outdated terms such as the DEC and OAG.

3 - Terms
  1. The Commission Expansion Act of 2021 will be updated to reflect the following changes:
    1. Section 4 subsection 1 of the Commission Expansion Act of 2021 shall be amended as follows:
      1. (1) The Department of Education and Commerce (DEC DoC) will be in charge of enforcing the minimum commission rate of 50%.
      2. Players may submit a complaint to the DEC DoC if a business is breaching any of the laws mentioned in this Act. Businesses charged with any of the violations retain the right to seek legal actions.
      3. The DEC DoC may issue fines for violations under Section 5.1.1, 5.1.2, 5.1.3, notwithstanding the court order to do so.
      4. The DEC DoC shall inform and provide necessary assistance to the AGO DLA for prosecutions under Section 5.1.4.
      5. The DEC DoC shall retain a record of any investigations.

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Supplier Definition Amendment Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Rep. zLost

2 - Reasons
1. Currently, a supplier is a person who sells their goods to a business or corporation.
2. Thus, people who sell goods to chestshops owned by individuals and not businesses/corporations are not considered suppliers.
3. This means that chestshops owned by individuals do not have to follow minimum commission.
