Amend the Congressional Process​

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the "Congressional Amendment Act January 2021"
(2) This act shall take effect upon signage

2 - Reasons
We have to clarify what the Speaker should do in the situation where a majority of Ayes has reached after 48h of voting in a poll of a bill in the HoR but the majority of the HoR has not voted. This means, for example, when there’s 2 Ayes and 1 Nay after 48h.

Also, we should bring back the 48h time debate as it makes the HoR a bit more dynamic as some bills take some days to be voted.

3- Change 1:
  1. Old law: 1) The Bill is posted to forums by the sponsoring Representative as a Bill: Draft. A link will be posted to #bill-proposals by the representative.
  2. New law: 1) The Bill is posted to forums by the sponsoring Representative as a Bill: Draft. A link will be posted to #bill-proposals by the representative. Then, the Speaker will call to debate in the #bill-debate. The debate will last a maximum of 48h. The Speaker will be allowed to expand the debate a maximum of 24h after the 48h have passed if needed. This also applies for the Senate debate, being the Vice-President the responsible for the debate instead of the Speaker.

4 - Change 2:
  1. Old law: 3) After the 48 hours have passed; all votes have been submitted; or a majority is reached, there will be 2situations:
    1. If the Bill is passed, the Speaker will change the Bill status to Bill: Pending and move it to the Senate, notifying the Vice President; or
    2. If the Bill is rejected, the Speaker will change the Bill status to Bill: Rejected and move it to the Rejected sub-forum.
  2. New law: 3) After the 48 hours have passed; all votes have been submitted; or a majority is reached, there will be 3 situations:
    1. If the Bill is passed, the Speaker will change the Bill status to Bill: Pending and move it to the Senate, notifying the Vice President to start the Senate debate;
    2. If the Bill is rejected, the Speaker will change the Bill status to Bill: Rejected and move it to the Rejected sub-forum; or
    3. If the Bill has a majority of Ayes but not the majority of the Chamber, meaning that, for example, there are 2 Ayes and 1 Nay, the Speaker will start a new poll that will last 24h and will apply the points 1 and 2 above of this one, and if the results are the same, the Bill is considered rejected, the Speaker will change the Bill status to Bill: Rejected and move it to the Rejected sub-forum.
