Creation Congressional Committees

The people of Democracy Craft, through their elected representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Congressional Committee Act December 2020”.
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
  1. Congressional committees will allow members of congress to work in smaller groups to pursue specific goals in a formal manner.

3 - Process of Creating a Committee
1.Congressional Committees may be either permanent or temporary. They can be created in both the House of Representatives and Senate. The Senate and the House may form their own committees, or may form joint committees together.
  1. In order for a Congressional Committee to be created a Senator or Representative must motion for the creation of a committee on the floor of their respective chamber. If they wish to create a joint committee that applies to both chambers, such motion will originate in the House and be brought to the Senate.

  1. The chamber's respective presiding officer must then put the motion to create the committee to a vote, and if approved by a majority of the chamber the committee will then have been created and official. If the committee has been motioned to apply to both chambers, it must be approved by a majority of both chambers.

4 - Chairperson
1.Congressional Committees are led by the Committee Chairperson whose responsibilities are as follows:
(1)Organizing and Chairing Committee Meetings and Hearings.

(2)Leading Committee Investigations, Reviews and actions.

(3)Putting Committee ideas and proposals to a vote.

(4)Updating the public and congress on the actions of the committee.

(5)Firing committee members.

2.The Committee Chairperson can be removed from their position by the chamber(s) such committee applies to via a vote of no confidence.

5 - Internal Workings of a Committee
1. Committees are responsible for a certain bill or action that congress wishes to take, they are to meet, discuss and vote on proposals of committee members and present their finalized proposal to congress for votation.
2. A channel of communication shall be established for such respective committee.

6 - Dissolution of a committee
1.A member of Congress may motion for a committee to be dissolved; this requires a super majority of the chamber(s) such committee applies to, to pass.

Amend and Revise Congressional Committees​

The people of the Commonwealth of Redmont, through their elected representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Congressional Committee Revision Act February 2021”.
(2) This Act shall be enacted immediately upon its signage.
(3) Authored by Representative Westray.

2 - Purpose
(1) This bill updates and revises the existing bill on Congressional Committees.
(2) This bill allows the option for members of the House and Senate to form committees together.
(3) This bill removes the limitation of no more than 4 committee members, understanding there will likely be more members of Congress in the future.

3 - Amendments
1. Hereby amends the "Congressional Committee Act December 2020" with the following provisions:
2. Under Section 3 "Process of Creating a Committee" changes "Congressional Committees may be either permanent or temporary. They can have no more than 4 members and can be created in both the House of Representatives and Senate" to "Congressional Committees may be either permanent or temporary. They can be created in both the House of Representatives and Senate. The Senate and the House may form their own committees, or may form joint committees together."
3. Under Section 3 "Process of Creating a Committee" changes "In order for a Congressional Committee to be created a Senator or Representative must motion for the creation of a committee on the floor of their respective chamber." to "In order for a Congressional Committee to be created a Senator or Representative must motion for the creation of a committee on the floor of their respective chamber. If they wish to create a joint committee that applies to both chambers, such motion will originate in the House and be brought to the Senate."
4. Under Section 4 "Chairperson" changes "The Committee Chairperson can be dismissed by the presiding officer or can be VONC from their position by the chamber." to "The Committee Chairperson can be removed from their position by the chamber(s) such committee applies to via a vote of no confidence."
6. Under Section 5 " Internal Workings of a Committee" adds "A channel of communication shall be established for such respective committee."
7. Under Section 6 "Dissolution of a Committee" changes "Congress members may motion for a committee to be dissolved; this requires a super majority of the chamber the committee is in to pass." to "A member of Congress may motion for a committee to be dissolved; this requires a super majority of the chamber(s) such committee applies to, to pass."
