Implement Floor Discord Channels​

The people of Democracy Craft, through their elected representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the “Congressional floor channel Act”.
(2) This Act shall be enacted immediately upon its signage.

2 - Reasoning
Motions and proposed amendments get lost in the congress text channels so it would make sense for their to be a separate channel for formal motions and amendments

3 - Changes
(1)Two new channels will be created the #house-floor and the #senate-floor these channels will be for the members of the respected houses to post motions.

(2)Once a motion has been posted in one house it will be voted upon. If the motion fails to reach a majority a second vote will be held on the motion without the option to abstain if the bill then fails the motion will not be acted upon If the bill passes the first house it will be sent to the second house to be voted upon..

(3)Once a motion has been posted in the second house it will be then be voted upon. If the motion fails to reach a majority a second vote will be held on the motion without the option to abstain if the bill then fails the motion will not be acted upon If the bill passes the second house it will be then have passed and can be acted upon and executed.

(4)It is the responsibility of the presiding officer of the house the motion has been moved to, to post motions in the second house's floor channel if it passes the first house.

Server Administration wishes to expand the server Discord channels and while these floors can provide organisation, it has been deemed both channels aren't near as active as we hoped they would be.
