BILL
TO

Reform Outdated Laws

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Common Reforms and Practices Act” or as the “CRAP Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Bill was authored by Representative Icypenguin79, with advice from BubbaRC.

2 - Reasons
(1) Minimum amenity requirements should be modified to allow two single chests.
(2) Farm animals are currently allowed inside dwellings.
(3) The DER needs more shelter animals and euthanizing overcrowded animals is cruel.
(4) Fraud is a law, not a rule, so it is not a bannable offence. Ban time is changed to jail time.
(5) Pet murder is not related to all licenses, just firearms.
(6) Creating second and third offences of murder to prevent murder.
(7) There is currently no jail time for trespassing.
(8) Reckless and careless driving should be one law.
(9) To give property owners rights about vehicles on their property.

3 - Terms

(c) The prohibited items list is amended to add “farm animals (sheep, chickens, and cows)”.

(2) Wilderness and Wildlife
(a) The second offence of the overcrowding law is amended to state “$500 fine + 10 minutes jail + excess domestic animals set for adoption (the original owner cannot readopt these animals), any others are euthanised”
(b) The third offence of the overcrowding law is amended to state “$500 fine + 20 minutes jail + all domestic animals set for adoption (the original owner cannot readopt these animals), any others are euthanised.”

(3) Commerce
(a) The third offence for fraud will be amended to replace “3 Day Ban” with “60 minutes jail”.

(4) PvP and Trespassing
(a) The third offence for pet murder will be amended to replace “revocation of all licenses” with “revocation of firearms license”.
(b) The murder law will override attempted murder, assault, and trespassing.
(c) The second offence of murder will be a $200 fine and 15 minutes of jail.

(f) The second offence for trespassing will include 10 minutes of jail time.

(5) Transportation and Road
(a) Careless driving is repealed and merged into reckless driving by adding “or driving on the sidewalk” to the end of reckless driving.
(b) The first offence for reckless driving is a $20 fine; the second $40; and the third $60.
(c) Improper parking is amended to read “Parking a vehicle on a public or government land, not in at designated parking bay, property owners have full discretion of this on their property; however, the vehicle owner can contest this in court”

This bill has been vetoed.
Explanation:
  • This bill tries to address a large amount of unrelated legal changes. There are some good concepts in this bill, however unfortunately I have vetoed them for the reasons outlined below.
  • 3.1c is worded poorly, by adding "farm animals" as prohibited in apartments, whereas a more appropriate term may be "non-domestic animals" or "animals with the exception of domestic pets" since such clause would allow tenants to bring wild animals in apartments.
  • A progressive trespassing charge instead having it on per offence is not feasible. This would create an excessive workload for police in the Department of Justice, as they would have to go through criminal records to see if such player has committed a trespassing offence before at every arrest.
  • A progressive murder charge instead having it on per offence is not feasible. This would create an excessive workload for police in the Department of Justice, as they would have to go through criminal records to see if such player has committed a murder offence before at every arrest (which murder is the most often arrest). Furthermore, the Criminal Jurisdiction Act already effectively prevents serial murder.
  • The reason why Careless Driving and Reckless Driving are separate laws is to differentiate intent. For Careless Driving, such driver would simply be careless and not paying attention to drive on the sidewalk, whereas for Reckless Driving, such would mean maliciously endangering others with a vehicle.
  • A range for a frivolous case charge is not necessary. There is no way to measure how frivolous a case is. It is either frivolous or not frivolous, therefore such fine should remain the same.
  • The results of an exam cannot be disregarded as when a player starts an exam they must complete such exam in order to take others or re-take it.
