Amend the constitution

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Deputy Secretary Amendment”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act was penned by Representative BubbaRC

4. - Reasoning
Currently the role of deputy secretary is unofficial and their is nothing stating what happens to a department should the role of secretary become vacant

3. - Amendments
(1) The following shall be entered into the constitution under section III, between the passage of secretaries and the passage of government departments
(2) "Deputy Secretaries
Each department secretary is entitled to the ability to have a deputy secretary, appointed by the secretary of any department to serve at their pleasure under that department, only the secretary may hire or fire one for their department, (the role of deputy secretary henceforth for the rest of this passage referred to simply as "deputy,") to assist them in their duties, the power of the deputy secretary is directly given at the discretion of the secretary, however this role is not a member of the cabinet and cannot vote on proposals

Should the position of secretary for the department the deputy is deputy for go vacant then the deputy will temporarily take on the responsibilities of that job as acting secretary for a maximum of two weeks, for that duration they do not count as secretary for any other means than the administration of their department and may not vote in cabinet, but after that duration is up the president has 24 hours to successfully chair somebody to that position, (including senate assent,) or the powers of the secretary of that department is revoked from the deputy until a permeant secretary can be found"
