I hereby order that these changes to the congressional process take place in order to clarify certain procedures to enhance the Congressional experience.

CONGRESSIONAL PROCESS
1) The Bill is publicly proposed on the #bill-creation discord channel using the above format.*
2) After a minimum of 48 hours has elapsed, the Bill may then be posted to the Congressional Forum as a 'Bill: Draft' by the Representative proposing the Bill.
3) At any point, the Speaker may call a vote on the bill. The prefix will be changed to 'Bill:Vote' and a poll will be added by the Speaker.
4) The Bill will then be voted on by representatives over the period of 48 hours. After 48 hours has elapsed; all votes have been submitted; or a majority is reached, the speaker may apply 'Bill: Passed' or 'Bill: Rejected' and move the bill to the appropriate sub-forum.
5) The Speaker will then seek Presidential Assent for passed bills. The President can either Assent to or Veto the Bill.
6) In the case that the Bill is Assented to, it's prefix will be changed to 'Act of Congress' and the Speaker will move it to the appropriate forum. It will then be announced by the Speaker in #government-announcements.

*Bills are hereby limited to a maximum of 4000 characters across a maximum of two posts of text. Only supporting documentation may be attached. The speaker may authorise a bill to be attached in an external document in exceptional circumstances; such as a change to the constitution.
These limitations come into effect for several reasons:

A) Having the bill posted to discord allows for more accessible, easier viewing and therefore will have a flow-on effect of greater scrutiny by the general public.
B) It disallows any covert changes being made in an external document, when out of public view.
C) Any bill over 4000 characters should, in most cases, be reviewed by Representative peers as a bill of that size would make significant changes.
D) Having the bill posted to Discord ensures that it will be available to view into the future by succeeding Congress'. It mitigates any possibility of the bill 'disappearing', getting wiped, and or deleted.

These changes will come into effect immediately.
