Establish Offences under the Standardized Criminal Code
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the ‘Illicit Trafficking Offenses Act'
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
The current system of sorting crimes is too chaotic and messy. This Act exists as part of the Standardized Criminal Code package of bills to address this.
3 - Criminal Code
The Illicit Trafficking Offenses Act will establish the crimes outlined in '5 - Offences' as an extension of the Standardized Criminal Code Act.
4 - Legal Processes
(1) Congress shall determine which substances are considered illicit or licit through bills. These bills will follow the normal voting procedure.
(a) At any point, Congress may change which substances are considered licit or illicit through the creation of bills which will also follow normal voting procedure.
(b) As with any other bill, the President has the power to veto the bill.
(c) The effects of the bills relating to substances must not take effect until at least a week after passing.
(2) Once a bill is passed by the Congress relating to illicit substances, it is the job of the Department of Health and the Department of Justice to enforce it.
(a) The Department of Health shall enforce those laws by making sure that the general public is adequately informed.
(i) The Department of Heath must maintain a list on the Forums listing all illegal substances.
(b) The Department of Justice shall enforce those laws by ensuring that lawbreakers are adequately punished.
(3) If at any point the Congress fails to have a bill specifying which substances are illicit or licit, the Secretary of Health, until a time as such the Congress has passed a bill specifying which substances are illicit or not, shall himself/herself decide which substances are illicit or not.
(a) This shall only last for a period of 30 days. If Congress cannot pass a bill specifying which substances are illicit or licit during this timeframe, all substances will be considered illegal.
5 - Offences
(1) Donation of Illicit Items (Original: Taro - Jan 12, 2022)
(i) Classification: Summary Criminal Offense
The act of donating illicit arms, weapons of mass destruction, or illicit substances to government donation chests.
Per Offense: $100 Fine
(2) Buffing (Original: A__C - Jun 19, 2022)
(i) Classification: Summary Criminal Offense
The act of using buffs on another person without their consent or on an animal (pet, livestock, etc.) without the owner’s consent.
Per Offense: $500 Fine + 5 Minutes Jail Time
(3) Illicit Arms Trafficking (Original: LilDigiVert - Dec 5, 2021)
(i) Classification: Indictable Criminal Offense
The act of selling, distributing, and or trafficking any weapons without possessing the armourer qualification.
Per Offense: $500 Fine
(4) Illicit Substance Possession (Original: Westray - Dec 10, 2021)
(i) Classification: Summary Criminal Offense
The act of possessing any substance deemed to be illicit.
Per Offense: $100 Fine
(5) Illicit Substance Trafficking (Original: Westray - Dec 10, 2021)
(i) Classification: Indictable Criminal Offense
The act of selling, distributing, and or trafficking any substance deemed to be illicit.
Minimum Sentencing: $1,000 Fine
Maximum Sentencing: $10,000 Fine + 60 Minutes Jail Time
(6) Weapon of Mass Destruction Possession (Original: xEndeavour - Oct 24, 2020)
(i) Classification: Summary Criminal Offense
The act of possessing any item deemed to be a weapon of mass destruction.
Per Offense: $500 Fine
(7) Weapon of Mass Destruction Trafficking (Original: xEndeavour - Oct 24, 2020)
(i) Classification: Indictable Criminal Offense
The act of selling, distributing, and or trafficking any substance deemed to be a weapon of mass destruction.
Minimum Sentencing: $1,000 Fine
Maximum Sentencing: $10,000 Fine + 60 Minutes Jail Time
6 - Illicit Substances
(1) The following buffs are hereby deemed illicit:
(a) Quix
(b) Tyalus Erthro
(c) Meep
(d) Fuchsin
(e) Hite
(f) Sleepitol
(g) Lerf
(h) Ermiya
(i) Glisp
(j) Azamath
(2) The following elixirs are hereby deemed illicit:
(a) Irish Shine Elixir
(b) Fire Shine Elixir
(c) Potato Shine Elixir
(d) Carrot Shine Elixir
(e) Spirit Shine Elixir
(f) Glow Berry Shine Elixir
(g) Sweet Berry Shine Elixir
(3) The ingredients to these substances are not illicit.
7 - Weapons of Mass Destruction
(1) The following items are hereby deemed to be weapons of mass destruction:
(a) Fatman
(b) Mininuke
(2) The ingredients to these items are not illicit.
