Codify Motions for Legislative Expenditures​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Legislative Expenditures Act”
(2) This Act shall be enacted immediately upon its signage.

2 - Purpose
(1) As of currently there is no codified regulation over how the legislative may spend money allocated to the legislative account. This may allow those with permissions in the legislative branch, such as the Speaker, to spend the budget without congressional approval.
(2) The purpose of this bill is to create a specific motion to fund using the budget.

3 - Codified Spending
(1) The reference to the legislative budget in this bill relates to the respective balance of the 'DCGovernmentLEG' account.
(2) The legislative branch may pass bills to limit or enforce spending on a specific subject, such as, but not limited to, legislative bonuses.
(3) Spending remains subject to all bills regarding appropriations, including the logging and transparency of such spending.

4 - Motion to Fund
(1) The legislative may allocate funds via a motion supported by a simple majority, in accordance with existing legislation around budget usage. This motion may be used to fund anything that may assist in the operation of legislative affairs.
(2) A motion to fund may be passed in either chamber individually, noting:
(a) No chamber shall spend over 50% of the allocated funds to the legislative branch in the fiscal period, without the approval of both the House and Senate.

5 - Facilitation of Funding
(1) The Speaker of the House is responsible for appropriating the proper funds once a motion is passed, unless otherwise directed in such motion.
