The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the “Property Definitions Foundation Act”
(2) This Act shall be enacted immediately upon its signage.
2 - Purpose
(1) The existing laws for building and property regulations are not codified within a congressional act, within the exception of few, such as inactivity.
(2) This bill codifies the foundations of such in a congressional act, and additionally adds jurisdiction clarifications.
3 - Jurisdiction
(1) The Department of Construction and Transportation shall retain jurisdiction to evict properties in accordance with regulation.
(2) The Department of Environment and Recreation shall retain jurisdiction to evict wild regions not in a city, in accordance with regulation.
4 - Regulation Foundations
Plots are zoned as either commercial, residential, industrial, or skyscraper.
5 - Residential Plots
Plots beginning with ‘R’ are residential plots (e.g. ‘r - 001’). Residential plots may only have houses built on them. A player is restricted to owning one Residentially zoned plot at any one time. Players cannot have houses with more than three visible floors. As basements and rooftops aren't entirely visible, they are an exception to this rule.
6 - Commercial Plots
Plots beginning with ‘C’ are commercial plots (e.g. ‘c - 001’). Commercial plots may only have businesses, offices, shops, apartment buildings, and other commercial buildings built on them. Commercial plots are limited to 60 blocks above the highest point of the plot border.
7 - Industrial Plots
Plots beginning with ‘I’ are industrial plots (e.g. ‘i - 001’). Industrial plots may only have factories, warehouses, production facilities built on them.
8 - Skyscraper Plots
Plots beginning with ‘S’ are Skyscraper plots (e.g. ‘s001’). Skyscraper plots inherit commercial plot limitations, however, they are permitted to exceed the building height regulations to 200 blocks above the highest point of the plot border. A player is restricted to owning two Skyscraper zoned plots at any one time.
9 - Building Themes
Themes must be Modern, Victorian, Georgian, Neoclassical, Colonial, or any like design that you would otherwise find in a city.
10 - Eyesore
If your building is an eyesore, it may be subject to a notice from Building Inspectors.
11 - Urban Agriculture
You are not allowed to have farms on your plot unless they are underground or hidden.
12 - Sale of Plots
You can sell your plot back for 90% of the plot’s original price, resell it to another player, or auction the plot.
13 - Completed Buildings
A finished plot is defined as a plot with a completed building which is compliant with the building regulations and has a function, or a finished interior.
14 - Historical Building Alterations
Changing the physical appearance of a preserved, historical building without permission or consent.
Minor Alteration: $1000 Fine + Verbal Warning
Major Alteration: $3000 Fine + Plot Eviction
Demolished Building: $5000 Fine + Plot Eviction
