Protect the well-being of the civilians of Redmont

The people of the Commonwealth of Redmont, through their elected Representatives and Senators in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Restrict Access to Shooting Act” (“RATS Act” for short).
(2) This Act shall be enacted immediately upon its signage.
(3) Authored by Representative didna

2- Definitions
(1) New player - 3 or less hours of playtime

3 - Reasons
(1) New players sometimes prematurely come into possession of firearms and abuse their license.
(2) New players sometimes even do the Firearms License Exam during their tour. I, (didna), have had to pause multiple tours to wait for new players to finish their Firearms License Exam while showing them the Police Station. Should we really let players who haven’t even finished their tour yet to possess a dangerous and potentially lethal firearm?
(3) The terms outlined here are very specific for a simple reason. We want to prevent crime, not make players uncomfortable or feel targeted.

4 - Terms
(1) New players may still take the Firearms License Exam, even if they have not played a minimum of 3 hours on the server by /playtime.
(2) However, new players (as previously defined) may not possess a Firearm in any capacity until they have played a minimum of 3 hours on the server by /playtime. This includes new players with Firearms Licenses.
(3) New players will not be subjected to /playtime checks unless they commit a murder using this illegally possessed firearm. Checking every single player’s playtime would be a waste of time.
(4) The punishment for violating the terms of this bill is as followed:
  • Murdering a Player with a Firearm with less than 3 hours of playtime: $150 fine AND 10 minutes of jail time for first murder with $25 fine and 5 minutes jail time added per additional murder.”
 
Nay - New players don't know the laws so it makes no difference as a deterrent. Maxing out their punishment will just drive them away.
