To

Establish a Unified Legal Code

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Redmont Legal Code Act'.​
(2) This Act shall be enacted immediately upon its signage.​
(3) This Act has been authored by Representatives Omegabiebel and Kaiserin_.​
(4) This Act has been co-sponsored by Kaiserin_.​

2 - Reasons
(1) Our laws and statutes are spread over many different acts. This causes an organizational headache for legislators, officials, lawyers, and citizens alike.​
(2) Act titles are often confusing or not directly related to their subject matter, causing them to be difficult to properly identify.​
(3) The people of Redmont deserve to be able to easily parse through the laws that govern their lives in one convenient location.​

3 - Legal Code
(1) The Redmont Legal Code, “RLC” or “The Legal Code” shall be established​
(a) This shall be a continuous forum page, but individual subjects and sections of the Legal Code may be published on their own for ease of reading.​
(b) It shall have a style guide and formats made by the LCC.​
(c) it shall have a citation guide to be used in Acts and Court cases.​
(2) Once approved, the Legal Code shall be the only body of legislation in Redmont aside from the Constitution.​
(3) The Legal Code shall include a provision that all future acts shall amend the Legal Code, and cannot exist as stand-alone statutes except in certain circumstances, as determined in the Legal Code itself.​

4 - Writing body
(1) A working group shall be created called the Legal Code Committee or “LCC”.​
(2) The House of Representatives shall appoint people by majority vote to the working group.​
(a) These people do not need to be elected officials.​
(3) The LCC shall make decisions through binding motions that require a simple majority.​
(a) The quorum shall be 50%.​
(4) The LCC shall appoint and remove the presiding officer of the LCC with a majority vote.​
(5) The LCC shall submit the final text to Congress by majority LCC vote.​
(6) The LCC shall have the following Discord channels in the Congress Discord:​
(a) A discussion channel that shall be readable and writable to Senators, Representatives, the President, the Vice-President and the LCC members.​
(b) A channel for motions readable and writable for LCC members. it shall be readable to the public.​
(7) The group shall have the following responsibilities:​
(a) Writing the Legal Code​
(b) Writing the text to transition to the Legal Code.​
(c) Writing the style guide and formats​
(d) Writing the citation guide.​
(8) Following the approval of the Legal Code by Congress, the LCC shall cease to exist.​
(9) The LCC shall keep a list of changes in the wording between the acts and the final Legal Code.​

5 - Transition to the Legal Code
(1) This section shall come into force when Congress activates it by supermajority vote through a Motion to Transition to the Legal Code​
(a) This motion has to be introduced into the House of Representatives.​
(b) This motion shall include the Legal Code to be passed.​
(2) The RLC shall supersede and repeal every Act that isn’t the Constitution.​
(a) All existing common law precedent shall remain in effect, and shall carry over to the associated sections of Legal Code.​
(3) The transition text for the Legal Code shall activate, and it shall be archived as a normal act once executed.​
